Yunnan "security service management system" certification audit work smoothly

The "Security Service Management System Requirements and Guidelines for Use" (National Standard) was released on November 27, 2023 and officially implemented on June 1, 2024. On April 28 this year, the Public Security Management Corps of the Yunnan Provincial Public Security Department, together with the Public Security Management Detachment of the Kunming Public Security Bureau and the Kunming Security Association, took the lead in holding the province's "Security Service Management System Requirements and Use Guidelines" (national standards) business training, which opened a new journey of standardized construction of security enterprises. At present, three security companies in Yunnan Province have passed the certification audit.

Beijing Huayuan Runze International Certification Co., Ltd., the main drafting unit of the national standard for security service management system, has studied and formulated the Detailed Rules for the Implementation of Security Service Management System Certification in accordance with the Management System Audit Guidelines GB/T 19011-2021/ISO 19011,2018 (national standard) in combination with the actual operation and management of security enterprises. The detailed rules divide the audit and certification of security service management system into two stages, the first stage focuses on reviewing the procedure controlled documents (including risk control, human and property control procedures, etc.), service management documents (including the company management manual of the general manager and the service manual of each project, service contract, etc.), management responsibility documents (including organizational structure and department, post responsibility, etc.) and trace management documents (including various evaluation forms, examination forms, record forms, registration forms, etc.), in the second stage, according to the characteristics of "single service item", the focus is on on-site sampling (sampling quantity: the total number of service items is rooted), checking the implementation of service contracts, checking the number of security guards on duty, checking whether the service on duty is standardized, checking whether there are necessary emergency equipment and equipment, checking whether the project service manual is consistent with the actual situation, etc.

Judging from the practice that Yunnan has accepted audit and certification, the certification of security service management system is completely different from the past "three systems" (environmental management, occupational health management and quality management) certification. To a certain extent, the certification of security service management system is the evaluation of enterprise compliance, management standardization and core competitiveness. The certification process is the process of standardizing enterprises, the process of certification is the process of improving the level of enterprise operation and management, and the process of certification is the process of improving the new quality productivity of the enterprise.
