List of Prohibited and Restricted Items for Urban Rail Transit

In order to ensure the safety of passengers' lives and property and the operational safety of urban rail transit in Kunming, and to further strengthen and standardize safety inspection work for rail transit, this announcement is made in accordance with the "Anti-Terrorism Law of the People's Republic of China", "Kunming Fire Protection Regulations", "Kunming Urban Rail Transit Management Regulations" and other relevant laws and regulations, hereby publishing the "List of Prohibited and Restricted Items for Urban Rail Transit in Kunming".

Urban rail transit construction and operation units shall announce the "List of Prohibited and Restricted Items for Urban Rail Transit in Kunming" in prominent positions on their corporate websites, at rail transit stations, and in carriages through various means, fulfilling their obligation to inform and strictly implementing the responsibility for passenger transportation safety inspections.

Passengers are obliged to consciously accept and cooperate with the safety inspection work of urban rail transit construction and operation units. For items that are prohibited or restricted in the "List of Prohibited and Restricted Items for Urban Rail Transit in Kunming" but do not fall under the category of prohibited items as defined by laws and regulations, passengers may discard the item before entering the station or choose other means of transportation; if a passenger refuses to comply, staff should deny them entry to the station. For those who forcibly enter the station or remain on-site to disrupt order despite being advised against it, the urban rail transit construction and operation unit should report to the public security authorities for legal handling.

Military and police personnel performing their duties lawfully may carry firearms and ammunition or controlled devices in accordance with national regulations.

This announcement shall take effect from December 16, 2024, and the previous announcement "Kunming Public Security Bureau Announcement on the Publication of the 'List of Prohibited and Restricted Items for Urban Rail Transit in Kunming'" (Kun Gong Gui [2019] No. 2) is hereby repealed.

Prohibited and Restricted Items for Urban Rail Transit in Kunming
List of Prohibited and Restricted Items

 

1. Prohibited Items

(1) Firearms and Ammunition (including main components)

1. Military firearms: pistols, rifles, submachine guns, machine guns, riot guns, etc., as well as various types of ammunition.

2. Civilian firearms: air guns, shotguns, sporting guns, tranquilizer guns, etc., as well as various types of ammunition.

3. Other firearms: sample guns, prop guns, starting pistols, replica guns, BB guns, homemade guns, fire extinguishing guns, nail guns, etc., as well as various types of ammunition.

4. Ammunition: bombs, flares, incendiary devices, smoke bombs, signal flares, tear gas grenades, poison gas grenades, hand grenades, land mines, etc.

5. Samples and replicas of the above items.

(2) Flammable and Explosive Items

1. Flammable liquids: gasoline (including methanol gasoline, ethanol gasoline), kerosene, diesel, benzene, alcohol (ethanol), alcoholic beverages with an alcohol content greater than 70% (inclusive), 1,2-epoxypropane, carbon disulfide, methanol, acetone, ether, paint, thinners (such as banana oil, nitro paint thinners), rosin oil, and other flammable liquids and their dedicated containers.

2. Compressed gases and liquefied gases: hydrogen, methane, ethane, ethylene oxide, dimethyl ether, butane, natural gas, ethylene, vinyl chloride, propylene, acetylene (dissolved in medium), carbon monoxide, liquefied petroleum gas, freon, oxygen (except for packaged medical oxygen for patient use), water gas, etc., and their dedicated containers. Balloons filled with gas are prohibited.

3. Moisture-sensitive flammable items: potassium, sodium, lithium, calcium carbide, magnesium-aluminum powder, etc.

4. Spontaneously combustible items: yellow phosphorus (white phosphorus), nitrocellulose (including film), oil paper and its products, etc.

5. Flammable solids: red phosphorus, flash powder, solid alcohol, celluloid, foaming agent H, azo compounds, etc.

6. Oxidizers and organic peroxides: potassium permanganate (powder), potassium chlorate, sodium peroxide, potassium peroxide, lead peroxide, peracetic acid, hydrogen peroxide, sodium chlorate, ammonium nitrate, etc.

(3) Explosive Items

1. Explosive materials: explosives, detonators, fuses, detonating cords, shock source bombs, blasting agents, and finished or semi-finished devices containing explosives.

2. Fireworks: firecrackers, fireworks (including cold light fireworks), firecrackers, poppers, pull-string firecrackers, smash firecrackers, scratch firecrackers, and other types of fireworks, as well as fire-starting paper, black powder, firework powder, fuses, and products with firework effects such as "steel wool fireworks".

3. Replicas of the above items.

(4) Controlled Devices and Other Items with Certain Lethal Force

1. Controlled knives: according to the "Classification and Safety Requirements for Controlled Knives" (GA 1334-2016), specialized knives identified as controlled knives (daggers, bayonets, ceremonial swords, three-edged scrapers, hunting knives, extended spring folding knives, etc.), special kitchen knives (extended bone-cutting knives, extended watermelon knives, extended splitting knives, boning knives, slaughtering knives, multi-purpose knives, etc.), edged martial arts and craft gift knives (martial arts knives, swords, etc.), and other controlled knives (various knives exceeding the size specifications stipulated in GA/T 1335 "Classification and Safety Requirements for Daily Use Knives").

2. Other devices: police batons, tear gas devices, tear gas guns, electric shock devices, electric shock guns, defensive devices, crossbows, crossbow arrows, and other devices with certain lethal force.

(5) Corrosive Items

Hydrochloric acid, sulfuric acid, nitric acid, sodium hydroxide, potassium hydroxide, liquid storage batteries (including solid potassium hydroxide, those filled with acid or alkaline solutions), mercury (quicksilver), etc.

(6) Pathogens of infectious diseases and medical waste.

Pathogens of infectious diseases, medical waste, pathogenic microorganisms, and other items that affect public health safety. This includes pathogens of infectious diseases as defined by the "Infectious Disease Prevention and Control Law of the People's Republic of China", medical waste as specified in the "Directory of Medical Waste Classification", and pathogenic microorganisms classified as Category I and II in the "List of Pathogenic Microorganisms Infectious to Humans" that affect public health safety. Common examples include: influenza virus, enteroviruses, anthrax bacillus, etc.

(7) Toxic substances.

Highly toxic chemicals and their mixtures listed as extremely toxic in the "Catalog of Hazardous Chemicals", and pesticides that are explicitly prohibited by the Ministry of Agriculture and Rural Affairs. Common examples include: cyanides, arsenic, selenium powder, phenol, chlorine, ammonia, methyl isocyanate, dimethyl sulfate, and other highly toxic chemicals, as well as rodenticides, insecticides, herbicides, and other highly toxic pesticides.

(8) Radioactive materials.

Items containing radioactive nuclides, with both their activity and specific activity exceeding the national exemption values, as detailed in the "Classification and Catalog of Radioactive Materials (Trial)".

(9) Other items that pose a risk to the safety of rail transit operations.

1. Personal transportation devices powered by electricity (including but not limited to folding electric bicycles, electric scooters, electric balance vehicles, electric unicycles, etc., but excluding electric wheelchairs for barrier-free use).

2. Lithium batteries with a rated energy greater than 160Wh or those with unclear labeling that cannot determine the energy value, or devices containing such lithium batteries (including but not limited to power banks, electric tools, electric toys, etc.).

3. Hydrogen sulfide and items with strong irritating odors or foul smells.

4. Strongly magnetized items that may interfere with train signals.

5. Items whose nature cannot be determined but may pose a danger.

(10) Other items prohibited by national laws, regulations, and rules from being possessed, carried, or transported.

 

II. Restricted items for carrying.

(1) Civilian tools that can cause serious injury.

1. Daily-use knives or professional knives made of materials such as metal or ceramics, including but not limited to paper cutters, fruit knives, dining knives, scissors, craft knives, and utility knives, with a blade length not exceeding 10 centimeters (inclusive). Each person is limited to carrying 1 piece, provided it is well-packaged or other necessary protective measures are taken.

2. Metal tools such as hammers, steel (iron) files, awls (sharp objects), drills, iron rods, etc., with a total length not exceeding 25 centimeters (inclusive). Each person is limited to carrying 3 pieces (or rods), provided they are well-packaged or other necessary protective measures are taken.

3. Rod-like items such as baseball bats and wooden sticks, with a total length not exceeding 50 centimeters (inclusive) and a diameter not exceeding 6 centimeters (inclusive). Each person is limited to carrying 3 pieces.

(2) Daily necessities containing flammable or explosive substances.
 

1. Lithium batteries or devices containing lithium batteries with clear labeling must meet the following requirements:

(1) Each person is limited to carrying 5 pieces with a rated energy less than or equal to 100Wh.

(2) Each person is limited to carrying 2 pieces with a rated energy greater than 100Wh and less than or equal to 160Wh.

For those not directly labeled with rated energy in Wh, calculate according to Wh=V×mAh/1000.

2. Alcoholic beverages:

(1) Packaged alcoholic beverages: Sealed in original packaging, clearly labeled, with an alcohol volume percentage less than or equal to 40%, each person is limited to carrying 6000 milliliters (inclusive); for those with an alcohol volume percentage greater than 40%, each person is limited to carrying 3000 milliliters (inclusive). The capacity is based on the actual labeled capacity at the time of manufacture.

(2) Bulk alcoholic beverages: Those contained in barrels, cans, bottles, or other sealable containers, including the weight of the container, each person is limited to carrying 2 kilograms (inclusive).

3. Other daily necessities containing flammable or explosive substances:

(1) Insecticides, air fresheners, mousse, hair spray, hair dye, automotive tar cleaners, carburetor cleaners, etc., packaged in aerosol pressure containers, each person is limited to carrying a single item capacity not exceeding 750 milliliters (inclusive) or 750 grams (inclusive), with a total capacity not exceeding 1500 milliliters (inclusive) or 1.5 kilograms (inclusive). The capacity is based on the actual labeled capacity at the time of manufacture.

(2) Products such as floral water, perfume, nail polish remover, nail polish, polish, collar cleaner, etc., which are flammable liquids, each person is limited to carrying a single item capacity not exceeding 750 milliliters (inclusive) or 750 grams (inclusive), with a total capacity not exceeding 1500 milliliters (inclusive) or 1.5 kilograms (inclusive). The capacity is based on the actual labeled capacity at the time of manufacture.

4. Ordinary lighters: Each person is limited to carrying 2 (inclusive).

5. Safety matches: Each person is limited to carrying 2 small boxes (inclusive).
