Notice from the Yunnan Provincial Department of Human Resources and Social Security on Adjusting the Minimum Wage Standard

People's Governments of all provinces and cities, and all employers:
With the approval of the Provincial People's Government and the Ministry of Human Resources and Social Security, it has been decided to adjust our province's minimum wage standards. The relevant details are hereby notified as follows:
I. Specific Standards
(1) The monthly minimum wage standard for Category 1 regions is adjusted to 2,170 yuan, and the hourly minimum wage standard is adjusted to 21 yuan.
(II) The monthly minimum wage standard for Category 2 regions is adjusted to 2,020 yuan, and the hourly minimum wage standard is adjusted to 20 yuan.
(III) The monthly minimum wage standard for Category 3 regions is adjusted to 1,870 yuan; the hourly minimum wage standard is adjusted to 19 yuan.
For specific regional classifications and corresponding minimum wage standards, please refer to the attached table.
II. Scope of Application
The minimum wage standard applies to enterprises, individual economic organizations, privately-run non-enterprise units, and other such organizations within the jurisdiction of our province, as well as to workers who have established labor relationships with them. It also covers workers employed by state organs, public institutions, social organizations, and those who have labor relationships with these entities. Additionally, it includes workers associated with partnership organizations—such as accounting firms and law firms—that are legally established, as well as foundation employees who maintain labor relations with these organizations. Notably, the monthly minimum wage standard is applicable to full-time workers, while the hourly minimum wage standard applies to part-time workers.
III. Calculation Scope
The wage compensation used to calculate the minimum wage standard includes social insurance contributions and housing provident fund that, according to regulations, should be paid by the employee individually. However, it excludes overtime pay—whether regular or premium—as well as allowances compensating employees for special or additional labor efforts, all of which are explicitly designated by the state as part of the total wage amount. Additionally, it does not include non-wage benefits mandated by laws, regulations, rules, or policies, nor does it cover housing and meal subsidies provided by the employer in monetary form.
IV. Execution Time
The above standard will take effect on October 1, 2025. All employers across the province should, within 10 days after the issuance of this standard, publicly announce the minimum wage rate applicable to their respective locations to all employees under their jurisdiction.
