Chapter I General Provisions

Chapter IV Main Methods of Daily Education and Management of Party Members

Chapter V Management of Party Membership and Party Members' Organizational Relations

Article 24 The probationary party members who have been approved by the party branch party member meeting and approved by the grassroots party committee shall obtain party membership from the date of approval. Party members who have gone abroad for private purposes and have settled abroad for a long time and have not returned from studying abroad for more than five years are generally suspended from party membership. Party members who have lost contact with the party organization for more than six months and have not been contacted through various means shall be suspended. Article 25 The organizational relationship of Party members refers to the affiliation of Party members to the Party's grass-roots organizations. Each Party member must be incorporated into a branch, group or other specific organization of the Party. Party members who have fixed work units and whose units have established party organizations are generally incorporated into the party organizations of their units. Party members who do not have a fixed work unit, or whose unit has not established a party organization, are generally incorporated into their habitual residence or public employment and talent service institutions, parks, buildings and other party organizations. If a party member's work unit or place of regular residence changes, or if he goes out to study, work, or live for more than 6 months and the location is relatively fixed, the organizational relationship shall be transferred. Grass-roots party committees with the authority to examine and approve probationary party members may directly transfer and accept organizational relations among party members nationwide. When a party organization receives a party member's organizational relationship, if necessary, it may take appropriate methods to check the party member file. For party members whose organizational relations have been transferred but have not yet been accepted, the original party organization still has management responsibilities. Party organizations shall not refuse to transfer their organizational relations with Party members without reason.

Article 26 for party members who do not have personnel files, the grass-roots party committee with the authority to examine and approve probationary party members shall establish party member files, which shall be kept by the party committee or the organizational department of the party committee at or above the county level. Where conditions permit, electronic management of party members' files will be implemented.

Chapter VI Supervision and Organizational Disposal of Party Members

Article 27: Party organizations shall, through various methods such as strictly organizing life, listening to the opinions of the masses, and inspecting the work of party members, supervise party members' compliance with the party constitution, party discipline, especially political discipline and political rules, and compliance with the Constitution, laws, regulations, and ethics. Article 28: If it is found that a party member has a tendency in thinking, work, life, style, and discipline, and the masses have a bad reaction to it, the person in charge of the party organization shall promptly remind and talk, grasp the small early, and prevent the small.

Article 29: For party members who fail to participate in the party's organizational life in accordance with regulations, fail to pay party dues on time, move to work and live in other places and do not actively maintain contact with the party organization, and have other behaviors that do not meet the party's requirements, and the circumstances are relatively minor In case of light, the party organization shall adopt appropriate methods to conduct criticism and education in a timely manner to help it improve.

Article 30 For party members who lack the revolutionary will, fail to perform their obligations as party members, and do not meet the requirements for party members, but they can correctly understand their mistakes, are willing to accept education and management, and are determined to make corrections, the party organization shall make corrections within a time limit, and the time limit for corrections shall not exceed 1 year. For Party members who are given a deadline for correction and disposal, educational measures shall be taken to help them.

Article 31 If a party member has one of the following circumstances, he shall be removed from the list in accordance with the prescribed procedures:

those who lack (I) ideals and convictions, have wavered in their political stand, and have lost the qualifications of being party members shall be removed from the list;

(II) who believe in religion and have not changed their name after being helped and educated by the party organization, they shall be advised to quit the party, and those who do not quit shall be removed from the list;

(III) who propose to withdraw from the Party due to ideological degeneration and still insist on withdrawing from the Party after education shall be removed from the Party;

(IV) who threaten to quit the Party in order to achieve their personal goals and who do not change their names after education are advised to quit the Party, and those who do not do so are removed from the Party;

if there is still no change after the expiration of the (V) deadline for rectification, they should be persuaded to quit the party;

(VI) they do not participate in the party's organizational life for six consecutive months without proper reasons, or do not pay party dues, or do not do the work assigned by the party, they will be removed from the party on their own. Party members who violate party discipline shall be given party disciplinary sanctions in accordance with the "Regulations on Disciplinary Actions of the Communist Party of China.

Chapter VII Management of Mobile Party Members

Article 32 The grassroots party organizations shall strengthen the management of mobile party members. Article 33 The rural party branch shall specify that a special person is responsible for keeping in touch with the mobile party members. Article 34 Party organizations in colleges and universities shall continue to perform their management duties for mobile party members of college graduates whose organizational relations remain in the school. Chapter IX Organizational Leadership and Job Security

In the review and assessment of the work of grassroots party building, the person in charge of the party organization is evaluated for the education and management of party members. In carrying out annual assessment and term assessment, higher-level party organizations shall assess and inspect the education and management of party members in lower-level party organizations. Those who are dereliction of duty in the education and management of party members shall be held accountable in accordance with relevant regulations.

Chapter X Supplementary Provisions

Article 44 Provisions on the education and administration of party members in the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be formulated by the Central Military Commission in accordance with these Regulations.

Article 45 The Central Organization Department shall be responsible for the interpretation of these Regulations.

Article 46 These Regulations shall come into force on May 6, 2019.
