Rules for the Development of Party Members of the Communist Party of China

 

 

Chapter I General Provisions

 

Article 1 In order to standardize the work of recruiting party members, ensure the quality of newly developed party members, and maintain the advanced nature and purity of the party, these rules are formulated in accordance with the Constitution of the Communist Party of China and relevant regulations within the party.

Article 2 the party's grass-roots organizations shall take it as a regular and important task to absorb into the party advanced elements who have Marxist belief, communist consciousness and socialist belief with Chinese characteristics and consciously practice the socialist core values.

Article 3 The work of recruiting party members shall implement the party's basic theory, basic line, basic program, basic experience, and basic requirements, in accordance with the general requirements of controlling the total amount, optimizing the structure, improving quality, and playing a role, adhere to the party member standards stipulated in the party constitution, and always Put political standards in the first place; adhere to prudent development, balanced development, leadership, and planned; adhere to the principle of voluntary party membership and the principle of individual absorption, mature one, developing one. Prohibit surprise development and oppose "closed-door doctrine".

 

Chapter II Determination, Cultivation and Education of Activists for Joining the Party

 

Article 4 Party organizations shall, through publicizing the party's political propositions and carrying out in-depth and meticulous ideological and political work, raise the understanding of the party among the masses outside the party and constantly expand the ranks of activists who join the party.

Article 5 Chinese workers, peasants, soldiers, intellectuals and advanced members of other social strata who have reached the age of 18 recognize the party's program and constitution, are willing to join an organization of the party and actively work in it, implement the party's resolutions and Those who pay party dues on time may apply to join the Communist Party of China.

Article 6 Applicants for joining the party shall apply to the party organization of the unit where they work or study. If there is no work or study unit or the work or study unit has not established a party organization, they shall apply to the party organization where they live.

Floating personnel can also apply to the party organization where the unit is located or the party organization of the competent department of the unit, or apply to the party organization of mobile party members.

Article 7 After receiving the application for joining the party, the party organization shall send someone to talk with the applicant for joining the party within one month to understand the basic situation.

Article 8: To determine party activists among applicants for party membership, candidates shall be selected by means of party member recommend, group organization promotion, etc., which shall be studied and decided by the branch committee (if there is no branch committee, the branch meeting, the same below), and reported to the higher party committee for the record.

Article 9 The Party organization shall designate one or two full Party members as the training contacts for Party activists. The main tasks of developing contacts are:

(I) introduce the basic knowledge of the party to the party activists;

(II) understand the political consciousness, moral character, realistic performance and family situation of party activists, do a good job in training and education, and guide party activists to correct their motivation for joining the party;

(III) promptly report to the party branch the situation of party activists;

(IV) put forward opinions to the party branch on whether or not to list party activists as development targets.

Article 10 The party organization shall adopt methods such as recruiting party activists to listen to party classes, participate in relevant activities within the party, assign them certain social work and centralized training, and conduct Marxism-Leninism, Mao Zedong Thought and socialism with Chinese characteristics for party activists. Education on the theoretical system, the party's line, principles, policies and basic knowledge of the party, the party's history and fine traditions, style education, and socialist core values education, make them understand the nature, program, purpose, organizational principles and discipline of the party, understand the obligations and rights of party members, help them correct their motivation for joining the party, and establish their lifelong belief in fighting for the cause of communism.

Article 11 The Party branch conducts an inspection of activists who join the Party every six months. The grass-roots party committee makes an analysis of the situation of the ranks of party activists once a year. In view of the existing problems, take improvement measures.

Article 12 If there is a change in the unit (place of residence) where the party activists work or study, they shall promptly report to the party organization of the original unit (place of residence). The party organization of the original unit (place of residence) shall promptly transfer the relevant materials such as training and education to the party organization of the current unit (place of residence). The party organization of the current unit (place of residence) shall carefully review the relevant materials and continue to do a good job in training and education. Training education time can be calculated continuously.

 

Chapter III Determination and Investigation of Development Objects

 

Article 13 for activists who have been trained, educated and inspected for more than one year and basically meet the requirements for party members, on the basis of listening to the opinions of the party group, training contacts, party members and the masses, after discussion and approval by the branch committee and reporting to the party committee at a higher level for the record, it can be listed as the object of development. Article 14 The development target shall have two full party members as introducers for joining the party. The introducer for joining the Party is generally a training contact or can be designated by the Party organization. Party members who have been placed on probation in the Party and whose rights have not yet been restored are not allowed to be party introducers. Article 15 The main tasks of the party membership introducer are:

(I) explain the party's program and constitution to the development target, and explain the conditions, obligations and rights of party members;

(II) carefully understand the motivation, political consciousness, moral character, work experience, and actual performance of the development target, and truthfully report to the party organization;

(III) guide the development object to fill in the "Communist Party of China to join the party volunteer", and fill in their own opinions;

(IV) responsible presentation of the development target to the branch assembly;

After the (V) development object is approved as a probationary party member, it will continue to be educated and helped.

Article 16 Party organizations must conduct political review of development targets. The main content of political review is: the attitude towards the party's theory and line, principles, and policies; political history and performance in major political struggles; compliance with the law and social ethics; immediate family members and the main social relations closely related to the political situation. The basic methods of political review are: talking with oneself, consulting relevant archives, seeking information from relevant units and personnel, and making necessary correspondence or external transfer. After listening to my introduction and consulting the relevant materials, the situation is clear without correspondence or external transfer. When conducting political review on the development objects of the floating personnel, the opinions of the grass-roots party organizations in their registered residence and residence should also be solicited. Political review must be serious, realistic, and pay attention to my consistent performance. The review should result in conclusive material. Those who have not been politically examined or who fail to pass the political examination cannot join the Party.

Article 17 The grass-roots party committee or the organization department of the county-level party committee shall conduct short-term concentrated training for development targets. The training time is generally not less than three days (or not less than twenty-four hours). The training mainly studies the party constitution, "some guidelines on the political life of the party" and other documents. The "Teaching Materials for Joining the Party" compiled by the Organization Department of the Central Committee can be used as learning guidance materials. Those who have not been trained cannot join the Party except under certain special circumstances.

 

Chapter IV Reception of probationary party members

 

Article 18 The acceptance of probationary party members shall be handled in strict accordance with the procedures stipulated in the Party Constitution.

Article 19 The branch committee shall conduct a strict review of the development target, and after collective discussion that it is qualified, it shall be reported to the grassroots party committee with approval authority for pre-examination. The grassroots party committee reviews the conditions of development targets, training and education, etc., and listens to the opinions of relevant departments such as discipline enforcement and law enforcement as needed. The results of the review will be notified to the party branch in writing, and the "Chinese Communist Party's Volunteer for Joining the Party" will be issued to the development targets who have passed the review. If the development object will leave the work and study unit in the next three months, it will generally not go through the procedures for accepting probationary party members.

Article 20 The development objects that have passed the preliminary examination of the grass-roots party committee shall be submitted by the branch committee to the branch general meeting for discussion. When a branch meeting is held to discuss the acceptance of probationary party members, the number of voting participants must exceed half of the number of voting participants.

Article 21 The main procedures for the branch meeting to discuss the acceptance of probationary party members are:

(I) the development target to report on the understanding of the party, the motivation to join the party, my resume, family and major social relations, and the problems that need to be explained to the party organization;

(II) the introducer to join the party to introduce the relevant situation of the development target, and express their opinions on whether they can join the party;

(III) branch committee reports on the review of development targets;

(IV) participating party members to fully discuss whether the development target can join the party, and adopt a secret ballot to advance

Voting. Only when the number of people in favor exceeds half of the full members who should have the right to vote at the meeting can a resolution to accept probationary members be passed. Official voting party members who are unable to attend the meeting for some reason and formally submit written opinions to the party branch before the branch meeting shall be counted in the number of votes. When a branch general meeting discusses two or more development targets for joining the party, they must discuss and vote one by one.

Article 22 The party branch shall promptly write the resolutions of the branch meeting into the "Volunteer Letter of the Communist Party of China", together with the application for joining the party, political review materials, training and education inspection materials, etc., and submit them to the higher-level party committee for approval. The resolution of the branch meeting mainly includes: the main performance of the development target; The number of Party members who should attend the meeting and actually attend the meeting with voting rights; The voting result; The date of passing the resolution; Signature of the branch secretary.

Article 23 probationary party members must be examined and approved by the party committee (working committee, the same below). The grassroots party committee under the township (street) party committee cannot approve the probationary party members, but it should review the probationary party members approved by the branch meeting. The general party branch cannot examine and approve the probationary party members, but it shall examine and approve the probationary party members accepted by the general meeting of the branch. Unless otherwise specified, temporary party organizations cannot accept, approve and approve probationary party members. The party group cannot approve probationary party members.

Article 24 before the examination and approval of the Party committee, members or organizers of the Party committee shall be appointed to talk with the development objects to further understand and help the development objects to improve their understanding of the party. The interlocutors should truthfully fill in the "Chinese Communist Party's Application for Joining the Party" and report to the party committee.

Article 25 The party committee must collectively discuss and vote on the examination and approval of probationary party members.

The party committee mainly considers whether the development target has the conditions for party members and whether the procedures for joining the party are complete. Those who meet the requirements for Party membership and have complete Party membership procedures shall be approved as probationary Party members. The examination and approval opinions of the party committee shall be written into the voluntary letter of the Communist Party of China for joining the Party, indicating the start and end time of the preparatory period, and notifying the party branch submitted for approval. The Party branch shall promptly notify the party itself and announce it at the general meeting of Party members. For those who have not been approved to join the Party, they shall notify the Party branch and themselves and do a good job in ideological work. When the party committee approves two or more development objects to join the party, it shall consider and vote one by one.

Article 26 the party committee shall examine and approve the resolution submitted by the party branch to accept probationary party members within three months and report it to the organizational department of the party committee at a higher level for the record. In case of special circumstances, the approval time may be appropriately extended, but not more than six months.

Article 27 Under special circumstances, the Party Central Committee and the committees of provinces, autonomous regions, and municipalities directly under the Central Government may directly accept Party members.

Article 28 Persons who have bravely dedicated themselves to the interests of the party and the people in the cause of socialism with Chinese characteristics, have outstanding deeds, and have a greater influence within a certain range, and have consistently performed well during their lifetime and have made requests to the party organization to join the party. Chase as a party member. The ratification of party members must be strictly controlled, discussed and decided by the party organization of the unit to which they belong, examined by the party committee at a higher level, and submitted to the party committee at the provincial level for approval.

 

Chapter V The education, investigation and confirmation of probationary party members.

 

Article 29 The party organization shall promptly incorporate the probationary party members approved by the higher-level party committee into the party branch and party group, and continue to educate and inspect the probationary party members.

Article 30 probationary party members must take the oath of joining the party in the face of the party flag. The oath ceremony of joining the Party is generally organized by the grass-roots Party committee or Party branch (general Party branch).

Article 31 Party organizations shall educate and inspect probationary party members by means of party organizational life, listening to personal reports, individual heart-to-heart talks, centralized training, practical training, and so on.

Article 32 The probationary period for probationary party members is one year. The preparatory period starts from the date on which the branch general assembly approves him as a probationary member. When the probationary period expires, the Party branch shall promptly discuss whether it can be converted to a full party member. Those who conscientiously fulfill their obligations as party members and meet the requirements for party members shall become full party members on schedule; if they need to continue inspection and education, the preparatory period may be extended once, and the extension time shall not be less than half a year, and the longest shall not exceed one year; those who fail to fulfill their obligations as party members and do not meet the requirements for party members shall be disqualified as probationary party members. If a probationary party member violates party discipline and the circumstances are relatively minor, and can still retain his probationary party membership, he shall be criticized and educated or the probationary period shall be extended; if the circumstances are serious, his probationary party membership shall be canceled. The conversion of a probationary party member to a full party member, the extension of the probationary period or the disqualification of a probationary party member shall be discussed and approved by the general meeting of the branch and approved by the party organization at a higher level.

Article 33 The procedures for probationary party members to become full members are as follows: I submit a written application to the party branch to become a full member; The party group puts forward opinions; The party branch solicits the opinions of party members and the masses. Branch Committee review; The branch meeting discussed and voted for approval; Report to the higher party committee for approval. The requirements for the number of people present and the number of people in favor of the branch meeting to discuss the confirmation of probationary party members are the same as those for the branch meeting to discuss the acceptance of probationary party members.

Article 34 the party committee shall examine and approve the resolution on the confirmation of probationary party members submitted by the party branch within three months. The Party branch shall be notified of the results of the examination and approval in a timely manner. The secretary of the Party branch shall have a conversation with him and announce the results of the examination and approval at the general meeting of Party members. The party age of a party member shall be counted from the date on which he becomes a full party member at the end of the preparatory period.

Article 35 If the work or study unit (place of residence) of a probationary party member whose probationary period has not expired changes, it shall promptly report to the original party organization. The original party organization should promptly introduce the training, education and inspection of it to the party organization that accepts the probationary party members in a serious and responsible manner. The party organization shall strictly examine the party membership materials of the transferred probationary party members, and report the probationary party members who cannot be identified to the organization department of the party committee at or above the county level for approval and shall not be recognized.

Article 36 The grassroots party organization may postpone the discussion of the transfer of probationary party members at the expiration of their probationary period, if they deem it necessary, for a period of not more than six months. For those who become full Party members, the time for becoming full Party members shall be counted from the date of expiration of the preparatory period.

Article 37 After a probationary party member becomes a regular member, the party branch shall promptly submit his "Chinese Communist Party Membership Application Form", application for joining the party, political review materials, application for confirmation, and training, education and inspection materials to the party committee for storage in his personnel file. If there is no personnel file, a file of Party members shall be established, which shall be kept by the Party committee or the organization department of the Party committee at the county level.

 

Chapter VI Leadership and Discipline in the Development of Party Members

 

Article 38 Party committees at all levels shall put the work of recruiting party members on the important agenda and incorporate it into the responsibility system for party building work as an important part of the work report, evaluation, assessment and publicity of party affairs. The party committees of cities (prefectures, prefectures, leagues) and counties (cities, districts, and banners) shall inspect the work of recruiting party members every six months, and the party committees of provinces, autonomous regions, and municipalities directly under the Central Government shall inspect it once a year. Report the inspection results in a timely manner and report them downward. Attach importance to recruiting party members from among young workers, peasants, and intellectuals, and optimize the structure of party members. For grass-roots party organizations that have the conditions for recruiting party members but have not done the work of recruiting party members for a long time, the party committee at a higher level should strengthen guidance, supervision and inspection, and organize and rectify them when necessary.

Article 39 The organization departments of party committees at all levels shall report to the party committees at the same level and the organization departments of the party committees at higher levels on the work of recruiting party members and the work plans for recruiting party members, and truthfully reflect the tendentious problems and the investigation and punishment of recruiting party members in violation of regulations.

Article 40 Party committees at or above the county level and their organizational departments shall attach importance to the selection, allocation and training of organizers and give full play to their role in the work of recruiting party members.

Article 41 Party organizations at all levels shall seriously investigate and deal with violations of discipline and regulations and unhealthy practices in the work of recruiting party members. Party organizations and their responsible persons and persons directly responsible for failing to adhere to standards, failing to perform procedures, exceeding the time limit for examination and approval, dereliction of duty in training and inspection, and lax examination and control shall be criticized and educated, and disciplinary sanctions shall be given if the circumstances are serious. Typical cases should be notified in a timely manner, and those who are admitted to the party in violation of regulations will not be recognized and announced at the branch meeting. Those who use fraud or other means to develop people who do not meet the requirements of party members into party members, or issue party member identity certificates for non-party members, shall be dealt with seriously in accordance with discipline and law.

Article 42 The format of the "Chinese Communist Party's Application Form for Joining the Party" shall be formulated by the Central Organization Department, and the provincial party committee organization department shall uniformly print it in accordance with the format and strictly manage it.

 

Chapter VII Supplementary Provisions

 

Article 43 The Central Organization Department shall be responsible for the interpretation of these Rules.

Article 44 These Rules shall come into effect as of the date of promulgation. The Detailed Rules for the Development of Party Members of the Communist Party of China (for Trial Implementation) (No. 3 [1990] of the Central Committee of the Communist Party of China) shall be repealed at the same time.
