Several Provisions of the Ministry of Public Security on the Standardized Management of Security Service Companies
1. security service company is a special enterprise that provides professional and paid security services for the society. It is an important force to assist public security organs in maintaining public order and preventing and reducing crimes.
2. security service companies shall be under the unified leadership and management of the public security organs of the people's governments. The public security administrative department of the public security organ is the competent department of the security service company, which manages and supervises the security service industry on behalf of the public security organ, standardizes the operation direction of the security service industry, and guides the construction of the security team.
3. security service companies can only be formed by public security organs, and no other units, departments or individuals may be formed. Municipalities directly under the Central Government and provincial capitals, as well as public security bureaus under provincial cities and public security bureaus at the county (city) level may form security service companies. The public security departments of provinces and autonomous regions, regional public security departments, police stations (police stations) and internal departments, enterprises and institutions of public security organs shall not form security service companies.
4. security service companies shall not be named as public security organs, and shall, as independent legal entities, carry out independent accounting, operate independently, be responsible for their own profits and losses, and bear civil liability independently.
The public security organ and the security service company are completely economically decoupled, shall not transfer or occupy the company's assets, shall not reimburse or withdraw expenses from the company in any way, and shall not provide any form of economic guarantee for the company.
The 5. security service company shall register with the administrative department for industry and commerce, and the legal representative of the company shall be examined and approved by the public security administrative department of the public security organ. The current leading cadres of the public security organs are not allowed to work part-time in the security service company. The selection of police officers to work in the security service company shall be handled by the personnel department of the public security organ in accordance with the cadre management authority. Police officers selected from public security organs to work in security service companies may retain their police status, but are not allowed to wear police uniforms. During the work of the security service company, promotion, promotion and other police are the same, and the salary and welfare can only be selected.
The public security administrative departments of public security organs at all levels in the 6. are responsible for organizing the training and assessment of the legal representatives, company managers and security guards of security service companies. The security service company shall not employ the personnel who have not passed the training and examination of the public security organs and have obtained the qualification certificate for security personnel. The "Security Personnel Qualification Certificate" is uniformly formulated by the Ministry of Public Security, and the public security departments of provinces, autonomous regions, and municipalities directly under the Central Government and the public security management departments of the bureaus are responsible for organizing the issuance and organizing the annual review of the "Security Personnel Qualification Certificate.

9. security service companies should establish and improve the party and League organizations, give full play to the political core and backbone role of the party and League organizations in the company, and strengthen ideological and political work.
The business scope of 10. security service company:
(I) the security of enterprises, institutions, organizations, residential areas and public places;

(III) the security of exhibitions, exhibitions, sports, business and other activities;

(V) security advisory services.
11. Security service companies shall not engage in the following activities:
(I) provision of personal security services;
(II) dealing in various types of firearms, ammunition, controlled knives and other instruments;
(III) and operate police signs, standard clothing and police equipment for the people's police.
Security service companies shall not engage in non-security business, shall not engage in production and commercial activities, shall not accept enterprise affiliations, and shall not extend the establishment of enterprises.
12. Responsibilities of security personnel:
(I) perform security prevention tasks such as guard and escort;
The (II) shall, in accordance with national and industrial standards, provide security technical services such as design, installation and maintenance, and maintenance of security technical prevention facilities and security devices;
(III) promptly report criminal cases, public security cases and public security disasters that occur in the duty area to the local public security organs and client units, take measures to protect the scene of the case, and assist the public security organs in maintaining the order of the scene of the case;
(IV) implement public security precautions such as fire prevention, theft prevention, explosion prevention, and sabotage prevention, and immediately report to the client unit and the competent department of the public security organ when discovering hidden dangers in the duty area, and assist in handling them;
(V) other duties prescribed by laws, administrative regulations and rules.
Security personnel can check the entry and exit procedures of vehicles and articles entering and leaving the duty area. The current illegal and criminal acts should be stopped in time, and the current criminal suspects should be transferred to the public security organs for handling. Security personnel shall take the initiative to report the public security situation and information to the public security organs, support and cooperate with the public security organs in law enforcement and handling cases, and shall not refuse or hinder the public security organs and other law enforcement departments from performing their official duties in accordance with the law for any reason.
When performing general tasks, security personnel may be equipped with and use non-lethal defense equipment such as rubber batons as needed; when performing escort tasks, they shall be equipped with necessary weapons and equipment in accordance with relevant national regulations. The standards for the provision and use of security and defense equipment shall be separately formulated by the Ministry of Public Security.
13. Security personnel shall not commit any of the following acts:
(I) deprivation or restriction of citizens' personal freedom;
(II) search of another person's body or seizure of another person's legal documents and legal property;
(III) abuse, assault or abet others;
(IV) provide security services for others without permission;
(V) obstructing functionaries of state organs from performing their duties according to law;
(VI) to recover all kinds of debts or resolve labor disputes for customers;
(VII) other acts in violation of laws, regulations and rules.
14. Security service companies should strengthen financial management in accordance with relevant national regulations, establish and improve various financial rules and regulations, equip qualified financial accounting personnel, strictly account for various incomes and expenditures, strengthen enterprise asset management, and ensure the preservation and appreciation of state-owned assets.
15. Security service companies must effectively protect the legitimate rights and interests of security personnel, establish a corresponding social security system; give full play to the democratic management and democratic supervision of the workers' congress; strengthen the education and management of security personnel, and establish and improve the learning and training of security personnel, Work, supervision and inspection, reward and punishment system.
