Dynamic Assessment of Experts in Yunnan Comprehensive Bid Evaluation Expert Database

Administrative Measures (for Trial Implementation)

Chapter I General Provisions

Article 1 In order to further strengthen the management of the provincial comprehensive bid evaluation expert database and experts, these Measures are formulated in accordance with the "Administrative Measures for the Comprehensive Bid Evaluation Expert Database and Bid Evaluation Experts of Yunnan Province" and in light of actual conditions.

Article 2 These Measures shall apply to the management and assessment of experts in the comprehensive bid evaluation expert database of Yunnan Province.

Article 3 The dynamic assessment shall follow the principle of strict assessment, objectivity and impartiality.

Chapter II Dynamic Assessment Management

Article 4 The Provincial Development and Reform Commission is responsible for the comprehensive coordination, supervision and management of the comprehensive bid evaluation expert database of Yunnan Province. The Provincial Public Resources Trading Administration is responsible for the construction of the expert database, daily management and expert dynamic assessment. The provincial administrative supervision departments are responsible for the qualification examination, storage, training, assessment, withdrawal and information change of experts in the industry. The Provincial Public Resources Trading Center is responsible for the record of the behavior of experts on the bid evaluation site.

Article 5 The contents of dynamic assessment include expert attendance, leave application, compliance with bid evaluation discipline, and compliance with relevant regulations on bid evaluation site management of the trading center.

Chapter III Integral Management

Article 6 Dynamic assessment adopts the integral system.

Article 7 When an expert is put into storage and becomes a formal expert, he will get an initial score of 100 points, and the assessment period is two years. Experts can log in to the system to inquire about personal points, rankings and deduction points.

Article 8 If an expert has the following circumstances during the assessment cycle, his behavior shall be recorded by increasing the corresponding points:

(1) If an expert or emergency expert agrees to participate in bid evaluation and arrives at the bid evaluation site within one and a half hours, 3 points/time will be added.

(2) When experts are unable to participate in bid evaluation for a long time, if they actively log into the system for advance leave, 2 points/time will be added, and the maximum number of points per month will be 2 points.

After the WeChat public number of the (III) provincial comprehensive bid evaluation expert database is launched, those who pay attention to the WeChat public number for the first time and successfully bind their mobile phones will receive 2 points, and each expert will receive up to one point.

If the (IV) puts forward reasonable opinions and suggestions and is adopted, 2 points/time will be added.

If the (V) participates in the training organized by relevant departments, 2 points/time will be added.

Article 9 If an expert has any of the following circumstances during the assessment cycle, his or her behavior shall be recorded by deducting the corresponding points:

(a) agreed to participate in the bid evaluation during the extraction, leave before the start time of bid evaluation: leave one and a half hours or more before the start time of bid evaluation, deducted 5 points/time; Leave between one and a half hours before the start time of bid evaluation and the start time of bid evaluation, deducted 7 points/time.

(2) If you agree to participate in bid evaluation during the extraction, and cannot participate in bid evaluation after the start time of bid evaluation, 10 points/time will be deducted.

If the (III) is late for bid evaluation (excluding the experts who make up the bid), the time when the experts brush their ID cards and enter the bid evaluation area through the entrance guard identity verification system shall prevail. If they are late for less than 15 minutes, 5 points/time will be deducted. If you are late for more than 15 minutes, 7 points/time will be deducted.

If the (IV) does not bring his ID card to participate in the bid evaluation, 5 points/time will be deducted.

If the (V) takes the information related to the bid evaluation content away from the bid evaluation venue without authorization, 20 points/time will be deducted.

If the score of an expert falls below 60 points (excluding 60 points), the qualification for bid evaluation will be suspended for half a year; after the qualification is restored, the score will be 100 points, and the assessment will be renewed from the date of qualification restoration, and the score will fall below 60 points (excluding 60 points) again, will be disqualified and cannot be declared as an expert again within two years.

Article 10 In case of any of the following circumstances during the evaluation period of a bid evaluation expert, the provincial administrative supervision department shall impose penalties in accordance with the relevant provisions:

(1) Withdrawing from bid evaluation without proper reason;

(2) those that should have been evaded but have not been evaded;

The (III) fails to evaluate the bid in accordance with the bid evaluation criteria and bid evaluation methods specified in the bidding documents;

(IV) illegal or unfair acts in the process of bid evaluation;

(V) the use of communication tools in the bid evaluation area;

(VI) refuses or obstructs the supervision and inspection of relevant departments;

The leading cadres of the (VII) supervision department and their staff participate in the bid evaluation of projects in the industry under supervision;

Other circumstances as prescribed by (VIII) laws and regulations.

If the provincial administrative supervision department makes a punishment, the punishment will be announced in the expert database system, and the expert points will be changed accordingly. If the warning is given, the score becomes 60 points. If the qualification is suspended, the score will be 100 points after the qualification is restored, and the assessment will be renewed from the date of qualification restoration. Those who are disqualified will be removed from the warehouse and cannot be declared as experts again. For the experts in the provincial comprehensive bid evaluation expert database, the principle of "one is punished and restricted everywhere" is adopted for linkage processing.

Article 11 The provincial comprehensive bid evaluation expert database system uses the way of lighting to give early warning of points to administrative supervision departments and individual experts. Points of 80 points and above will be given green light, points of 80-60 points will be given yellow light, and points of less than 60 points will be given red light. The administrative supervision department should deal with it according to the integral warning.

Chapter IV Other

Article 12 If an expert discovers that the administrative supervision department, the public resource transaction management department and their staff have violated their lawful rights and interests in the dynamic assessment, they may require them to correct them in accordance with the law, or file a complaint with their superior department.

Article 13 If the Provincial Public Resources Trading Center and its staff practice fraud or engage in malpractices for personal gain in the recording work of the dynamic assessment of experts, the unit to which they belong or the competent authority at a higher level shall order them to make corrections and give them a notice of criticism.

Chapter V Supplementary Provisions

Article 14 These Measures shall be interpreted by the Provincial Development and Reform Commission and the Provincial Public Resources Trading Administration.

Article 15 Each state or city may, in accordance with these Measures and in light of actual conditions, formulate detailed rules for assessment.

Article 16 These Measures shall be implemented on a trial basis as of the date of issuance.
