Announcement on Soliciting Clues to Hindering the Development and Growth of Private Economy

In order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy", and to promote the resolution of the difficulties and problems faced by the development and growth of the private economy, according to relevant work arrangements, the State Council's "Internet Supervision" platform will collect ten aspects from the society from now on. Problem clues and suggestions:

First, the relevant localities and units set or disguised barriers to access private enterprises in the form of filing, registration, annual inspection, identification, certification, designation, and requiring the establishment of branches.

Second, the relevant localities and units have turned government service matters into intermediary service matters, and there is no legal basis for requiring enterprises to conduct self-inspection, inspection, certification, appraisal, notarization or provide certificates before government service.

The third is the issue of granting franchises to operators by localities and units without fair competition, and restricting the operation, purchase and use of goods and services provided by specific operators.

Fourth, the introduction of local protection, market segmentation, designated transactions and other issues that hinder the unified market and fair competition policies.

Fifth, there are issues related to localities and units that violate the integrity of the government and fail to fulfill their promises.

Sixth, the relevant localities and units refuse or delay the payment of funds to small and medium-sized enterprises and individual industrial and commercial households on the grounds of changing internal personnel, performing internal payment processes, or waiting for the approval of completion acceptance and final accounts audit without agreement in the contract.

Seventh, there are problems in protecting the property rights of private enterprises and the rights and interests of entrepreneurs in relevant localities and units.

Eighth, there are issues related to the indiscriminate collection of fees, fines, and apportionment of enterprises by localities and units.

Nine is other issues that do not implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy.

Ten is about promoting the development of private economy and suggestions.

The General Office of the State Council will summarize and sort out the clues, opinions and suggestions received, and urge relevant localities and departments to study and deal with them. The inspection office of the general office of the State Council will directly send personnel to supervise and inspect the important problems with strong reaction from enterprises and the masses, bad social influence, universality and typicality. If it is verified, it will be dealt with seriously in accordance with the law.
