On the morning of April 25, 2025, a four-person joint research team, organized by the Third Bureau of the Ministry of Public Security and led by Tai Shengli, Deputy Director of the Security Bureau of the Guangdong Provincial Public Security Department, visited Yunnan Jindu Shield Security Group Co., Ltd. for a special research, accompanied by relevant leaders from the Yunnan Provincial Public Security Department's Security Management Detachment and the Kunming Municipal Public Security Bureau's Security Management Detachment.

At the research symposium, Yunnan Jindu Shield Security Group Co., Ltd. gave a detailed briefing to the research team on the company's development status, security personnel, and company's party building. It also put forward practical suggestions concerning current common problems in the industry, such as financial support for enterprise transformation and upgrading, clearing up the chaos of overdue service fees, optimizing measures for the training and certification of security personnel, and promoting the application of national standards for security service management systems, in order to effectively promote the healthy and orderly development of the security industry.

Fan Jingwei, Secretary-General of the Kunming Municipal Security Association, from the perspective of an industry association and a macroscopic viewpoint, provided an in-depth analysis of the nine major pain points in the industry's development and put forward practical and feasible countermeasures. For example, regarding party building leadership, it is suggested to establish functional industry party committees to bring together the industry's strength and lead the healthy development of the industry; in terms of team building, promoting the normalization of security personnel's professional qualification examinations, building a sound training system, and comprehensively improving the professional level of the team; in terms of social security, calling for the improvement of supporting social security policies to effectively protect the legitimate rights and interests of employees; regarding the problem of overdue service fees, strictly implementing the "Regulations on Guaranteeing the Payment of Funds for Small and Medium-sized Enterprises" to effectively resolve the "urgent, difficult, and worrying problems" of small and medium-sized enterprises; in terms of market order regulation, it is suggested to establish a nationally unified bidding and tendering rule, and security service projects should implement a reasonable price bidding method to resolutely curb malicious competition at low prices; regarding the joint police-security joint work, it is suggested that the main responsibilities of all parties should be further implemented, the concept of "joint action" should be established, and the ability of social security prevention and control should be continuously improved.

The leaders of the research team spoke highly of the reports from Yunnan Jindu Shield Security Group Co., Ltd. and the Kunming Municipal Security Association, believing that the problems identified were accurate and well-presented, demonstrating their competence. They stated that they would comprehensively review and scientifically assess the situation and actively promote the improvement of policies and regulations and the optimization of regulatory mechanisms to provide solid guarantees for the high-quality development of the security service industry.
