Transformative voices resonate along the Yellow River, while industry wisdom gathers in Lanzhou. From July 29th to 30th, the China Security Association's Symposium on Technological Empowerment to Promote High-Quality Development of the Security Service Industry and the Second Meeting of the Fifth Standing Committee were successfully held in Lanzhou. The meeting deeply implemented General Secretary Xi Jinping's important expositions on public security work in the new era, conveyed and studied the spirit of the national symposium of public security directors, and conducted in-depth discussions and exchanges around the theme of technological empowerment to promote high-quality development of the security service industry.

Du Hangwei, member of the Social Construction Committee of the 14th National People's Congress and president of the China Security Association, attended the meeting and delivered a speech. Han Chao, deputy director-general and first-level inspector of the Public Security Bureau of the Ministry of Public Security; Hua Jingfeng, executive vice president and secretary-general of the China Security Association; Wu Jianping, Zhao Shuifang, and Zhou Zhaohui, vice presidents; Qi Zhenyu, second-level inspector of the Ministry of Public Security's Science and Technology Informatization Bureau; Ning Zhijian, vice-bureau-level cadre of the First Research Institute; Zhang Wei, deputy director of the Third Research Institute; Yu Jiang, deputy director-general of the Gansu Provincial Public Security Department; Yang Hua, director-general of the Public Security Management Detachment; Du Xiangjiang, political commissar; and Li Ming, president of the Provincial Security Association, and other leaders attended the meeting.

The meeting pointed out that since the change of the fifth board of directors of the China Security Association, security associations at all levels have, in accordance with the deployment requirements of the Party Committee of the Ministry of Public Security, given full play to their functional roles, effectively promoting the development of the security industry to open a new situation and reach a new level. As an important auxiliary force assisting public security organs in maintaining social security and stability, a large number of security companies have been committed to their duties and responsibilities, making important contributions to the construction of a secure China.

The meeting required that security associations at all levels should pay attention to planning and guidance, strengthen overall planning and top-level design, and gradually establish industry and group technical application standards and evaluation systems; give full play to their own advantages, promote increased policy support, and create a good environment for enterprise development; closely combine their own realities, scientifically plan industrial layouts, and strive to achieve the unification of safety benefits, economic benefits, and social benefits; and actively build resource docking platforms to provide guidance for the transformation of small and medium-sized security enterprises. Broad security enterprises should pay attention to the application of technology, enhance their awareness of technological innovation, increase investment in technology, optimize the layout of forces, cultivate emerging industries, and reshape the core competitiveness of enterprises.

The meeting emphasized the need to further strengthen and standardize the construction of security associations to better promote the high-quality development of the security industry in the new era. Party building leadership should be strengthened, grassroots party organizations should be strengthened, party building mechanisms should be improved, and the Party's innovative theories should be used persistently to inspire and unite people's hearts and minds; efforts to coordinate and promote should be increased, provincial-level security associations should be improved and perfected, and the establishment of security associations at the city level should be guided and promoted in cities with districts. Publicity and guidance should be strengthened, attention should be paid to information related to security, and the legitimate rights and interests and good image of the security forces should be maintained. Education and training should be strengthened, a practical approach should be adhered to, high-quality resources should be integrated, a sound security professional training system should be established and improved, the pre-job training and certification system for security personnel should be fully implemented, the quality of the team should be improved, and personnel guarantees should be provided for enterprise transformation and upgrading.

During the meeting, the work report of the China Security Association in the first half of the year was heard, and matters such as "Cancellation of the qualifications of some standing committee members and member units, changes, and additions to the list of standing committee members and member units" and "Cancellation and addition of the list of members of relevant professional committees" were reviewed and approved. Opinions were solicited from various standing committee member units on the "National Security Industry Self-Discipline Covenant" and the "National Security Industry Punishment Measures" (draft for comments).

Mao Mingman, president of the Beijing Security Association; Shen Yaping, president of the Zhejiang Security Association; Huang Hua'an, president of the Fujian Security Association; and Qu Xiaoshun, president of the Shenzhen Security Association, respectively introduced their local experiences and practices. Zhou Chonghe from the Jiangxi Provincial Public Security Department introduced the work of establishing the provincial security association.

Guo Xiaobo, director and researcher of the Identity Management Technology Department of the First Research Institute of the Ministry of Public Security, gave a special lecture, deeply analyzing from the perspective of opportunities and challenges how the security service industry should achieve technological transformation and upgrading.

Yin Weihong, chairman of Huaxin Zhong'an (Beijing) Security Service Co., Ltd.; Lu Guo, deputy secretary of the Party committee and general manager of Shijiazhuang Security Service Group Co., Ltd., Hebei Province; Wu Shengdong, general manager of Shanxi Meng Hu Security Service Group Co., Ltd.; Wang Jun, general manager of Shanghai Xintiantian Information Technology Co., Ltd.; Ye Xiaohong, deputy general manager of Nanjing Security Service Co., Ltd.; Jiang Yin, chairman of Zhejiang Dahua Intelligent Security Group Co., Ltd.; Lai Minqiang, secretary of the general branch and general manager of Xiamen Security Group Co., Ltd.; Zuo Jianshan, secretary of the Party committee and chairman of Weifang Changwei Security Group Co., Ltd.; Duan Shujun, secretary of the Party committee and chairman of Zhengzhou Security Group Co., Ltd.; Feng Jianzhang, chairman of Zhongbao Guoan Group Co., Ltd.; Li Jian, deputy secretary of the Party committee and general manager of Chongqing Security Group Co., Ltd.; Zhu Wei, secretary of the Party branch and general manager of Zhangye Security Service Co., Ltd.; and Zhang Mingjian, deputy manager of the Information Technology Department of Xinjiang Tiandun Security Stock Co., Ltd., and representatives from 13 other technology-empowered security service companies gave presentations at the conference. The conference exchanges were clear in theme, rich in content, broadened perspectives, stimulated thinking, and achieved the expected goals and effects.

More than 180 people attended the meeting, including leaders of the public security, internal security detachments of provincial public security organs; presidents of provincial security associations and security associations in cities separately listed in national plans; representatives of all standing committee member units of the fifth standing committee of the China Security Association; heads of national security industry technology innovation enterprises; and relevant personnel from the Public Security Bureau of the Ministry of Public Security, the China Security Association, the Public Security Management Detachment of the Gansu Provincial Public Security Department, and the Provincial Security Association.
