The Kunming Security Association held its board meeting to study and implement the spirit of the 4th Plenary Session of the 20th Central Committee of the Communist Party of China.

To thoroughly study and implement the spirit of the 4th Plenary Session of the 20th Central Committee of the Communist Party of China and the important speech by General Secretary Xi Jinping, the Kunming Security Association held a council meeting on October 31, 2025, to collectively study the Communiqué of the 4th Plenary Session and the "Suggestions of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development," and to discuss specific measures for putting these directives into practice.
The meeting focused on a thorough study of key topics, including the "six principles" that must guide economic and social development during the 15th Five-Year Plan period, the strategies to "build a robust domestic market and accelerate the establishment of a new development paradigm," the commitment to "strengthen efforts to safeguard and improve people's livelihoods, steadily advancing common prosperity for all," and the initiative to "promote the modernization of China's national security system and capabilities, fostering a higher-level, safer, and more secure China." Participants emphasized that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has identified "upholding the coordinated approach to development and security" as a crucial principle for economic and social progress during the 15th Five-Year Plan. Moreover, "further solidifying the national security framework" was highlighted as one of the primary objectives. In response, a series of strategic measures have been outlined to ensure that development and security are seamlessly integrated—a move of paramount importance in safeguarding the new development model with an enhanced security framework, and critical to achieving decisive progress toward the basic realization of socialist modernization.
The meeting emphasized that the successful convening of the Fourth Plenary Session of the 20th Central Committee of the Party has outlined a new blueprint for modernizing national governance. As an important force actively contributing to the modernization of China's governance system and capacity—and playing a key role in assisting public security organs to maintain social order and stability—we must diligently study, deeply understand, and thoroughly implement the spirit of the conference. We should align our thoughts and actions with the decisions and deployments of the CPC Central Committee, profoundly grasp the decisive significance of "two establishments," strengthen our "four consciousnesses," firmly uphold "four confidences," and ensure "two safeguards." Only then can we faithfully fulfill the sacred responsibilities entrusted to us by the Party and the people, and continue making valuable contributions to building a peaceful Yunnan.
The meeting emphasized that all security service providers across the city must prioritize studying, comprehending, and implementing the spirit of the plenary session as a major political task—both now and in the coming period. They are encouraged to adopt diverse approaches to deeply and thoroughly understand the session’s key messages, identifying clear entry points and priorities for supporting the implementation of the "15th Five-Year Plan." First, leaders and Party members from each security firm should take the lead in studying the plan meticulously, ensuring they grasp its core principles thoroughly. For clauses closely tied to the industry, they should cross-reference them with authoritative interpretations provided by national institutions and expert scholars. Moreover, it’s crucial to align security practices directly with the nation’s overarching policies, actively contributing constructive advice as new government measures are developed. This will help better address the industry’s and individual enterprises’ most pressing challenges and pain points. Second, firms must accurately define their role within the broader security sector. By recognizing and leveraging the unique strengths of security personnel—such as their widespread presence, deep local connections, and intimate knowledge of regional dynamics—they can further strengthen the "police-security joint operations" mechanism. In doing so, security providers can play a more active role in assisting public security agencies with tasks like identifying community conflicts, addressing safety risks, conducting emergency response drills, and maintaining regular patrols. Together, these efforts will contribute significantly to building a grassroots governance model characterized by collaborative development, shared responsibility, and collective benefits. Third, firms must effectively focus on quality enhancement and transformation. It’s essential to firmly embrace the principle that "only through proactive action can one secure a rightful position," elevating organizational standards while cultivating a positive public image. Security companies should benchmark themselves against top-tier national enterprises, consciously striving to establish their own distinctive service brands. At the same time, they must remain committed to integrating advanced technologies with traditional human-based security measures, exploring innovative, diversified service models tailored to evolving market demands. Additionally, continuous investment in workforce development—enhancing both professional skills and overall team competence—is critical to delivering consistently high-quality services that earn customers’ trust and satisfaction. Finally, firms should carefully analyze how the emergence of a unified national market will impact businesses, enabling them to compete fairly on a larger scale. Proactively preparing targeted strategies will ensure that enterprises remain agile and well-positioned to seize opportunities amid this transformative shift. Lastly, associations must strengthen their functional roles. They should proactively adapt to the series of policy adjustments accompanying reforms in industry associations and chambers of commerce, fully leveraging their capacity as vital bridges connecting stakeholders. Furthermore, associations should actively explore practical ways to guide industry development under the leadership of Party building initiatives. In addition, firms must wholeheartedly uphold the "Kunming City Security Industry Self-Discipline Covenant," firmly rejecting unethical practices such as price-cutting competition that undermine fair market order. Instead, they should operate with integrity and compliance, setting themselves apart as exemplary enterprises admired by clients, highly regarded by the public, and recognized for delivering outstanding service quality. Ultimately, security firms should cultivate an inclusive mindset that embraces collaboration and mutual growth, demonstrating a strong sense of social responsibility. By learning from and adopting best practices employed by leading industry players, they can continue contributing meaningfully to the high-quality development of a peaceful and secure China.
The meeting was chaired by Chairman Zhu Junkun, with attendance from leaders of association board-level organizations and staff from the Secretariat.
