Fan Jingwei, Secretary-General of the Kunming Security Association, was invited to attend the National Public Security Basic Standardization Technical Committee's Security Standards Working Conference.

On November 6, 2025, the Security Standards Working Group Meeting of the National Technical Committee for Public Safety Basic Standardization (SAC/TC351) was held in Fuzhou. The meeting closely aligned with the overall deployment of public safety standardization efforts, focusing on reviewing and summarizing the progress made nationwide since the release and implementation of the national standard "Security Service Management System—Requirements and Guidance for Use" (GB/T 42765-2023). Participants discussed the successful promotion, practical application, field verification, and certification processes across the country, systematically analyzing both the achievements and areas for improvement during the standard’s implementation. Additionally, the meeting laid out comprehensive plans and priorities for advancing security standardization efforts in the public safety sector at the national level over the next phase.
This conference has garnered widespread attention and active participation from both within and outside the industry, with more than 40 members of the Security Standards Working Group attending the meeting. Researcher Qin Tingxin, Secretary-General of the National Technical Committee for Standardization of Public Security Infrastructure, delivered a speech at the event, profoundly highlighting the critical significance of standardizing public security and security measures, and clearly outlining specific expectations for the working group's future efforts. Representatives from industry organizations such as the China Security Association, along with representatives from research institutes and leading enterprises, were invited to join the discussion, collectively contributing their insights and recommendations to advance the development of industry-standardization initiatives.
After thorough discussions at the meeting and reaching a consensus, three key priorities were agreed upon:
First, we are publicly soliciting applications for members of the Standards Working Group on Large-Scale Event Safety Guidelines under the National Technical Committee on Public Security Basic Standardization (SAC/TC351). This working group is specifically tasked with building a standardization framework in the field of large-scale event safety. It aligns closely with ISO/TC292/WG7, the International Organization for Standardization’s working group focused on "Safety and Resilience / Large-Scale Event Safety Guidelines." The group will actively engage experts from government agencies, industry associations, universities, research institutions, and relevant enterprises, working collaboratively to advance the development and revision of large-scale event safety standards while ensuring their alignment with international benchmarks.
Second, we will accelerate the development of the national standard titled "Safety and Resilience: Protective Security—Guidance for Organizations on Establishing Safety Plans." In accordance with the requirements of the national standard formulation and revision procedures, we will rigorously carry out activities such as research and feasibility studies, draft preparation, and solicitation of comments, ensuring that the standard’s content is scientifically sound, logically structured, and practically applicable. This will provide robust technical support for the standardized establishment of organizational safety plans.
Third, precisely respond to the industry's development needs by deepening the organic integration of quality infrastructure elements such as standards, metrology, certification and accreditation, as well as inspection and testing. Focusing on security service-intensive industries that emphasize the coordinated application of personnel-based, technical, and physical defense measures, systematically review practical experiences, distill core technical indicators, and lay a solid foundation for the subsequent development of new national standards—thereby supporting the industry's high-quality growth.
The meeting was chaired by Liu Jue, Deputy Secretary-General of the National Technical Committee for Basic Standardization in Public Security, Head of the Security Working Group, and Director of the Jiangsu Provincial Institute of Quality and Standardization.
