Party Building Leads to Loyalty, Uniting Strength for Security and Ushering in a New Chapter — The Provisional Party Branch of the Fifth Council of the Kunming Security Association Has Been Officially Established.
To thoroughly implement the overarching requirements for Party building in the new era and fully carry out the “Opinions on Deepening Reform of Industry Associations and Chambers of Commerce” issued by the General Offices of the CPC Central Committee and the State Council, further strengthen Party building within social organizations, and achieve full coverage of Party building in industry associations, chambers of commerce, and enterprises, the inaugural meeting of the ad hoc Party branch of the Fifth Council of the Kunming Security Association of the CPC was solemnly held at the Association on May 29, 2026. Shi Bo, Secretary of the Party Branch of the Cultural Heritage Protection Detachment under the Public Security Administration Corps of the Kunming Municipal Public Security Bureau, and Jiang Lin, a member of the branch committee and Deputy Detachment Commander, attended the meeting on behalf of the Municipal Bureau’s Party Committee, jointly witnessing this significant occasion alongside the eleven Party-member directors of the Association’s Fifth Council.

The meeting commenced to the solemn strains of the national anthem. At the outset, the Committee for Work on Non‑Public‑Sector Economic and Social Organizations of the CPC Kunming Municipal Committee read out its official reply approving the establishment of the Provisional Party Branch of the Fifth Council of the Kunming Security Association. The provisional party branch is affiliated with the Comprehensive Industry Committee for Emerging Sectors of the CPC Kunming Municipal Committee and comprises five members: one secretary and one deputy secretary. Comrade Zhu Junkun was appointed secretary of the provisional party branch, Fan Jingwei as deputy secretary, Chen Lei as discipline inspection commissioner, Yu Fei as organizational commissioner, and Lu Wenbiao as publicity commissioner. The provisional party branch will operate under the guidance and supervision of the Party Committee of the Kunming Municipal Public Security Bureau. The formal convening of this founding meeting marks a new stage in the Party‑building work of the Kunming Security Association—moving toward standardization and institutionalization—and lays a solid political foundation and organizational guarantee for the association’s high‑quality development.

Subsequently, Comrade Fan Jingwei, the full-time Secretary-General of the Kunming Security Association, presented an overview of the establishment of the ad hoc Party branch. All party members reaffirmed their oath of admission, and the meeting reviewed and adopted the “Rules of Procedure for the Ad Hoc Branch Committee of the Fifth Council of the Communist Party of China, Kunming Security Association (Trial).” Comrade Zhu Junkun, Secretary of the ad hoc Party branch, delivered a statement of commitment and outlined plans for the branch’s next steps.

Comrade Zhu Junkun, Secretary of the Provisional Party Branch and President of the Association, stated: “We will firmly shoulder the primary responsibility for Party building, perform our duties conscientiously, work diligently, and conduct our duties with integrity. We will unite and lead all Party members of the branch to implement every aspect of our work meticulously and effectively, using high‑quality Party building to guide the standardized development of the Association and to promote the high‑quality growth of the security industry—never letting down the trust of higher‑level Party organizations or the expectations of all Party members!” Looking ahead, the Provisional Party Branch will focus on implementing the following six key tasks: First, we will institutionalize the regular execution of systems such as the “Three Meetings and One Lesson,” themed Party days, organizational life meetings, democratic evaluations of Party members, and heart-to-heart talks; we will hold a branch committee meeting once a month and organize one themed Party day activity each month. Second, we will regularly conduct education on loyalty, original aspirations, discipline and work style, and cautionary lessons among member enterprises, uniting and guiding the Association’s board members, all member units, and industry practitioners to heed the Party’s call and follow its leadership. Third, we will adhere to standardized branch construction, consolidate the organizational foundation, and improve systems for deliberation and decision‑making, study and education, and daily management; we will ensure that any major matters reviewed by the Association’s board must first be discussed by the Provisional Party Branch. Fourth, in collaboration with the Municipal Public Security Bureau’s Administration of Public Order, we will conduct a baseline survey of Party building across all security service providers in the city, provide guidance to help each security enterprise address shortcomings in Party building, and advance the extension of Party building to grassroots security teams, thereby moving toward the goal of achieving full coverage of Party building within the industry. Fifth, we will begin planning ahead for the Association’s leadership transition, integrating the central government’s policy documents on deepening reform of industry associations and chambers of commerce into the comprehensive systems governing the new term of the Association, and embedding these principles in the institution of law‑based association management. For example, whether the Association should draw on the experiences and practices of security associations in other provinces and cities, and whether it should formulate such measures as the “Provisional Regulations on the Rotating Chairmanship System” or the “Provisional Measures for the Promotion (or Demotion) of Association Members”—all these require the collective wisdom and active participation of all stakeholders in decision‑making. Sixth, we will use Party building to lead industry self‑discipline, deepen police‑security joint operations and coordination, enhance the quality and efficiency of the sector, and proactively offer constructive suggestions and proposals, striving to address more effectively and thoroughly the existing institutional and mechanistic shortcomings in the development of the security industry, as well as the problems arising from “involutionary” competition.
Finally, Comrade Shi Bo, Party Secretary and Captain of the Cultural Heritage Protection Detachment under the Public Security Administration Corps of the Kunming Municipal Public Security Bureau, spoke on behalf of the Bureau’s Party Committee, emphasizing that the establishment of the ad hoc Party branch of the Association’s Board of Directors is an important measure for the city’s security industry to thoroughly implement the overarching requirements for Party building in the new era and to carry out the central government’s decisions and arrangements regarding Party building within social organizations. It also marks a significant milestone in advancing the Kunming security sector’s vision of “Party leadership, police‑security coordination, standardized development, and enhanced quality and efficiency.” First, we must elevate our political awareness and deeply appreciate the profound significance of establishing this Party branch. The security workforce serves as a vital auxiliary force, assisting public security organs in maintaining social order and stability, safeguarding public safety, and serving the people—indeed, an indispensable driving force in building a safe and secure Kunming. Establishing the ad hoc Party branch of the Association’s Board of Directors is an essential step to forge industry-wide consensus, standardize sectoral development, and cultivate a highly capable and resilient security force. It is a concrete action to implement the central government’s reforms aimed at deepening the restructuring of industry associations and chambers of commerce, and to achieve full coverage of Party building among social organizations and enterprises. Moreover, it is a key mechanism for transforming the Party’s organizational strengths into effective governance within the security industry. Second, we must strengthen our sense of responsibility and commitment, using high‑quality Party building to guide the high‑quality development of the security sector. We must remain true to our original aspiration and mission: cultivating talent for the Party, rallying strength for the industry, and serving the people. Focusing on the goals of robust political functions, a strong branch leadership team, a solid contingent of Party members, and effective performance, we will advance all tasks in a thorough and pragmatic manner, ensuring that this ad hoc Party branch becomes a staunch bastion of combat effectiveness. We must integrate Party building with business operations, eliminating any disconnect between the two, and translate the Party’s political and organizational advantages into greater cohesion, combativeness, and service capacity within the industry. Furthermore, we should establish sound rules of procedure, working protocols, and study systems for the ad hoc branch; all major matters concerning the Association’s development must first be reviewed and approved by the ad hoc branch before being submitted to the Board of Directors for deliberation. We must uphold regular Party life, particularly through mechanisms such as the “Three Meetings and One Lesson,” themed Party days, and heart-to-heart talks, to conduct ongoing political education, loyalty training, and cautionary education, thereby guiding all members of the Board and practitioners across the sector to strengthen their “Four Consciousnesses,” firmly uphold their “Four Confidences,” and resolutely practice the “Two Upholds.” They should consciously align their personal growth, corporate management, and industry progress with the broader development agenda of the city, fulfilling the solemn pledge of “Security for the People, by the People.” Third, we must pool our efforts to provide robust support for Party building within the security industry. The ad hoc Party branch of the Association’s Board of Directors should actively extend Party-building initiatives to member units and grassroots security teams, guiding eligible security enterprises to promptly establish Party organizations. Relevant departments of the Municipal Public Security Bureau should strengthen communication and coordination with the Association’s ad hoc Party branch, promptly addressing difficulties and challenges in Party building, personnel development, and industry growth, and striving to create a collaborative synergy characterized by “public security guidance, association leadership, enterprise implementation, and Party-member exemplarity.” We must attach great importance to identifying and promoting model figures and outstanding Party members, widely publicizing touching stories from among Party members, fostering a vibrant atmosphere of emulation and striving to be exemplary, and invigorating the dynamism and momentum of Party building within the sector. At the same time, we must maintain an uncompromising stance of strict discipline, intensifying disciplinary and conduct‑related education for the ad hoc Party branch, Board members, and industry practitioners, guiding them to strictly observe rules, practice integrity and self‑discipline, lead upright lives, and perform their duties with transparency and probity, resolutely preventing any violations of discipline or law and safeguarding the positive image of the security industry. All Party members should, with firm political convictions, a pragmatic work style, and decisive actions, continue to lead the high‑quality development of Kunming’s security sector, making new and even greater contributions to building a safer, more law‑based Kunming, and to ensuring the peaceful and prosperous lives of the people of the “City of Spring” while maintaining sustained social stability.

The inaugural meeting was chaired by Jiang Lin, a member of the Party Committee and deputy captain of the Cultural Heritage Protection Detachment under the Public Security Administration Corps of the Kunming Municipal Public Security Bureau. The meeting concluded with the solemn singing of the Internationale.
