[Police-Enterprise Collaboration Unites Forces, Joint Construction and Governance Warm Hearts]

On the eve of the 2025 Spring Festival, Chief Gao Zhi and his delegation from the Tuodong Police Station of the Panlong Branch of the Kunming Public Security Bureau paid a special visit to Kunming Telecom to express their gratitude for the active participation of the Yunnan Weitong Telecom Project Department in the joint effort to build “police-enterprise collaboration and safe neighborhoods.” Over the past year, the Yunnan Weitong Telecom Project Department has cumulatively cooperated with public security authorities on 576 joint tasks—including coordinated patrols and counter-terrorism drills—engaging a total of 2,304 personnel. This has extended security presence to every street and alleyway, vividly demonstrating the spirit of “selfless dedication and joint efforts to build peace and stability” in collaborative prevention and control.

[Smart Security Enhances Efficiency, Digital Platform Ushers in a New Chapter]

Kunming Telecom actively responded to the nation’s 14th Five-Year Plan by launching the construction of a smart security platform in November 2024, which was officially put into operation in May 2025. The Yunnan Weitong Telecom Project Department leverages the platform’s integrated systems—including video surveillance, intelligent access control, visitor management, and AI-powered security monitoring—to achieve remote monitoring, intelligent prevention measures, and coordinated collaborative security management. In September of the same year, the Firefighting Cloud System went live, further advancing the intelligent management and monitoring of fire safety in high-rise buildings. By adopting a dual-drive approach—combining technology with management—Kunming Telecom is comprehensively enhancing its corporate security governance capabilities.

[Strengthen Awareness Through Training and Drills; Emphasize Practicality in Emergency Response]

The Yunnan Weitong Telecommunications Project Department has always adhered to the principle that “safety is paramount and prevention starts before problems arise.” In 2025, it organized 13 counter-terrorism emergency response drills and 32 fire safety training sessions, with a total participation of over 2,000 people. By adopting a combined approach of classroom instruction and hands-on practice, the department has effectively enhanced the emergency preparedness, self-rescue, and mutual rescue capabilities of both service personnel and on-site security staff.

Relying on the smart security patrol system, the Yunnan Weitong Telecommunications Project Department integrates human-based patrols, technical surveillance, and AI-powered early warning algorithms to rigorously implement the daily management practices of “Three Clears and Three Closings.” In 2025, the department has cumulatively managed over 57,000 person entries and exits, monitored more than 28,000 vehicle movements, received 391 construction applications, and identified and rectified 661 routine safety hazards. Through skill assessments, the “Flying Red Flag” competition, Thursday training sessions, and seven large-scale specialized training sessions, the security team’s professional competence and collaborative operational capabilities have been continuously enhanced.

[On-site supervision upholds the bottom line; data empowerment delivers tangible results]

The Yunnan Weitong Telecommunications Project Department has implemented a round-the-clock inspection mechanism featuring “day-and-night patrols” and “open inspections plus covert visits.” Relying on project management personnel who act as “safety woodpeckers,” the team conducts thorough, boots-on-the-ground inspections. Throughout the year, they carried out 792 daytime patrols, 334 video inspections, and 448 surprise nighttime checks. They promptly replaced 14 sets of outdated security equipment, identified and addressed 164 fire hazards, stopped 12 instances of various violations, and successfully handled two fire incidents, effectively neutralizing most risks at their earliest stages.

Looking ahead, the Yunnan Weitong Telecommunications Project Department will continue to uphold its original aspiration of "serving customers wholeheartedly," leveraging technology as its wings and responsibility as its foundation.
