In order to thoroughly implement the state’s decisions and arrangements on corporate compliance and rule-of-law development, closely align with the requirements for standardized, law-based, and professional development of the security industry in the new era, steadfastly uphold Party building as the guiding principle throughout the entire process of enterprise development, consolidate the foundation for the company’s long-term stability and sustainable growth through compliant operations, comprehensively enhance the rule-of-law literacy, performance capabilities, and risk-prevention and control levels of all employees, deepen and solidify the company’s militarized and refined management practices, and achieve law-based, regulation-compliant, steady, sustainable, high-quality development, Yunnan Zhong’an Security Service Co., Ltd. conducted a special legal education campaign on April 28, 2026, themed “Strengthening the Foundation through Legal Awareness-Raising and Solidifying Compliance; Pursuing Long-Term Success through Law-Abiding Operations” and “Operating in Accordance with the Law and Performing Duties in Compliance.”

This event featured special guest lecturers—Officer Yang Yaole from the Kunming Public Security Bureau and Attorney Xue Guixing from Beigui Law Firm—who delivered in-person training sessions focusing on core duty scenarios in the security industry and the end-to-end business operations process, providing professional and targeted legal education. A total of more than 100 participants attended the training, including the company’s senior management team, mid-level and above managerial leaders, and key heads of all departments, field offices, and regional branches.

At the outset of the training, Zhu Bangrui, Chairman of the Company, delivered a mobilization address. He emphasized that the security industry, as an essential component of the social public-security prevention and control system, plays a pivotal role in maintaining social stability, safeguarding public safety, and ensuring order at service-providing organizations, thereby shouldering a unique social responsibility and political mission. At present, industry oversight is becoming increasingly stringent, service standards are continuously being raised, legal liabilities are becoming ever clearer, and operational risks are growing more diverse, marking a critical transitional phase in which enterprise development has entered a new era of law-based operations and standardized management.

All management leaders must deeply recognize that legal education is by no means a temporary, optional “elective” course; rather, it is a lifelong “required course” that bears directly on team building, corporate survival, and the industry’s reputation. Similarly, compliance in the performance of official duties is by no means a mere soft requirement or superficial formality; it is an inviolable, non-negotiable red line. The company steadfastly upholds the deep integration of Party leadership with rule-of-law development, transforming the Party’s political and organizational strengths into competitive advantages for compliant operations and standardized management. We are comprehensively implementing a military-style work ethic and meticulous process control, requiring all personnel to first learn the law, understand the law, abide by the law, and apply the law—only then can they effectively manage their teams, lead their members, safeguard their positions, and mitigate risks. In this way, we ensure that rule-of-law thinking is fully embedded in every aspect of business operations, team management, and duty performance, thereby truly achieving stable, sustainable, and long-term enterprise development.

At the training session, Attorney Xue Guixing of Beigui Law Firm closely aligned his presentation with the practical realities of the security industry and the operational needs of enterprises. Drawing on key statutes such as the Civil Code of the People’s Republic of China, the Company Law of the People’s Republic of China, the Public Security Administration Punishment Law of the People’s Republic of China, and the Regulations on the Administration of Security Services, he provided an in-depth analysis by integrating typical industry cases, common business pain points, and risks faced by frontline officers. The attorney focused on critical areas including the delineation of authority during security personnel’s duties, standardized emergency response procedures, prevention of tort liability, protection of personal rights, as well as the refinement of internal management systems, risk management in service contracts, compliance-driven operations, and adherence to labor and employment regulations. Through a comprehensive, multi-faceted examination, he meticulously identified legal risk areas that are easily overlooked or inadvertently encountered in daily work and offered professional, actionable compliance recommendations.

At the same time, the lawyer emphasized that all personnel must firmly establish a rule-of-law mindset and a spirit of contract compliance, internalizing legal provisions in their hearts and translating them into concrete actions. They should make law-based conduct and compliant performance of duties a matter of conscious practice, ensuring that the rule-of-law principle is thoroughly integrated into every aspect of the unit’s militarized training, refined services, and standardized duty operations. It is imperative to categorically prohibit unlawful or non-compliant duty performance and improper business practices, and to steadfastly uphold the legal, professional, and industry red lines.

Officer Yang Yaole of the Kunming Public Security Bureau delivered a presentation titled “Standardizing On-Duty Procedures to Strengthen the Defense Line,” integrating public security supervision requirements with industry-specific codes of conduct for security personnel to further clarify the professional ethics, on-duty discipline, and behavioral boundaries for security guards. Drawing on real-life, vivid examples of on-duty disputes and instances of non-compliant performance of duties, the officer thoroughly analyzed the legal liabilities, adverse social impacts, and damage to corporate reputation that arise from improper on-duty practices, lax discipline, and weak rule-of-law awareness. The presentation served as a stark warning to all trainees to remain constantly vigilant in upholding standards and strictly adhering to disciplinary regulations.

Officer Yang emphasized that the security guard force is an important auxiliary force in supporting public security organs in maintaining social order and public safety. All security guards must keep their professional mission firmly in mind, uphold the sense of responsibility that “the guard post is the combat post, and duty performance is law enforcement,” and strictly fulfill their job responsibilities in accordance with the Regulations on the Administration of Security Services. They should ensure proper uniformity, conduct themselves in a courteous and civilized manner while on duty, handle all matters in strict compliance with regulations, and resolutely prohibit any acts such as overstepping authority in law enforcement, performing duties in a rough or heavy-handed manner, or infringing upon the legitimate rights and interests of others. At the same time, they must learn to use legal tools to safeguard their own legitimate rights and interests, ensuring that their law-based performance of duties is grounded in solid legal authority, that standardized operations follow established procedures, and that risk prevention and control are supported by comprehensive contingency plans. In this way, they can work together to build a professional security team that is politically reliable, disciplined, law-abiding in its performance of duties, and committed to delivering high-quality services.

At the conclusion of the training, Chairman Zhu Bangrui delivered a summary and made arrangements, setting forth clear requirements for the company’s next steps in advancing rule-of-law development and ensuring compliant operations: First, continuously deepen legal education. All departments and key operational posts should take this training as an opportunity to organize tiered follow-up training and team-based study sessions, integrating laws and regulations such as the Regulations on Security Service Management and the Law on Public Security Administrative Penalties into the daily learning curriculum. This will ensure that rule-of-law education is effectively communicated at every level, reaches all employees, and is truly internalized and applied in practice, achieving full coverage of learning, understanding, and compliance, thereby solidifying the foundation for all staff to perform their duties in accordance with the law. Second, conduct comprehensive self-assessment, identification, and rectification. In light of the legal risk points and regulatory requirements discussed during the training, each position must immediately carry out self-inspection and self-correction, refine duty log records, standardize on-site response procedures, and address shortcomings in management and institutional frameworks. Compliance with laws and regulations must be embedded throughout the entire process—team management, customer service, and emergency response—to achieve closed-loop control across all stages. Third, establish and improve long-term mechanisms. Incorporate rule-of-law training into the company’s annual routine training program, regularly inviting legal experts and public security officers to deliver lectures, thus institutionalizing and normalizing legal education and leveraging the power of the rule of law to strengthen the foundation for compliant operations. Develop a long-term mechanism characterized by Party leadership, rule-of-law safeguards, disciplinary constraints, and meticulous management, using rule-of-law thinking to standardize business operations, reinforcing team building through strict discipline and professional conduct, earnestly fulfilling corporate social responsibility, and making every effort to safeguard social safety and stability, thereby providing robust legal support for the company’s lawful operation, standardized development, and enduring peace and stability. Fourth, further integrate learning, application, and compliance with the law to empower the company’s long-term development. All managerial cadres should proactively serve as advocates for legal education and role models for law-abiding performance, promptly disseminating the outcomes of this training to every team member, fostering a strong culture of learning, understanding, complying with, and applying the law throughout the organization. Rule-of-law thinking and compliance awareness must be fully integrated into all aspects of security duty, team management, daily operations, and market activities, protecting employees’ career growth and legitimate rights and interests while fortifying the company’s legal defenses against various business risks, thus providing reliable safeguards and driving forces for the company’s standardized governance, stable operations, and high-quality, sustainable development.

This specialized education campaign on popularizing the law and strengthening foundational work has effectively enhanced the rule-of-law awareness, sense of responsibility, and risk-prevention capabilities of all managerial leaders. Moving forward, the company will steadfastly uphold its original aspiration and mission, taking Party building as the guiding principle, the rule of law as the safeguard, militarized management to forge a strong team, and refined services to elevate quality.
