Chapter I General Provisions
Article 1 in order to standardize the work of developing League members, ensure the quality of newly developed League members, and enhance the advanced nature of League members, these rules are formulated in accordance with the Constitution of the Chinese Communist Youth League and the relevant provisions of the League.
Article 2 The work of developing league members shall be carried out in a leading and planned manner in accordance with the general requirements of adhering to standards, controlling scale, improving quality, and playing a role. It shall adhere to the principle of voluntary membership, mature and develop one by one, prevent sudden development, and oppose closed-door doctrine.
Article 3 the grass-roots organizations of the Communist Youth League shall do a good job in the regular development of League members, strive to absorb advanced young people from all aspects into the League organizations, maintain the vigorous youth characteristics of the League members, and make the Communist Youth League truly a strong core for uniting and educating young people.
Chapter II Identification and Training Education of Activists Joining the League
Article 4 Youth League organizations shall strengthen the education and guidance of young people, carry out various activities of the Youth League for young people, publicize the basic knowledge of the Youth League, strive to provide services for the healthy growth of young people, improve their understanding of the Youth League, stimulate their enthusiasm for progress, and establish a large number of activists.
Article 5 Youth League organizations shall take the initiative to understand young people, promptly discover those young people who actively demand progress and perform well in all aspects, and encourage them to apply for membership in the League.
Article 6 Chinese youth over the age of 14 and under the age of 28 who recognize the constitution of the League and are willing to join an organization of the League and work actively in it, implement the resolutions of the League and pay the League fees on time may apply to join the Communist Youth League of China. For the particularly outstanding Young Pioneers who have reached the criteria for joining the League through the Young Pioneers organization training recommend and the League organization inspection, they can be developed into the League after reaching the age of 13 and retain their team membership before the age of 14.
Article 7 The applicant for joining the league shall apply to the league organization of the unit where the work or study is located. If there is no work or study unit or the work or study unit has not established a league organization, it shall apply to the league organization of the place of residence.
Migrant youth can also apply to the local league organization of the unit. If the outflow area has already established a regiment organization stationed abroad in the inflow area, it may also apply to the regiment organization stationed abroad.
Article 8 After receiving the application for joining the league, the organization shall send someone to talk with the applicant for joining the league within one month to understand the basic situation.
Article 9 among the applicants for joining the League, the activists who join the League shall be determined by the recommend of League members and the organization of Young Pioneers, which shall be studied and decided by the branch committee (if there is no branch committee, the branch general meeting, the same below), and reported to the higher League organization for the record.
Article 10 A league organization shall designate one or two league members as training contacts for activists who join the league. The main tasks of developing contacts are:
(I) introduce the basic knowledge of the regiment to the activists who join the regiment;
(II) understand the ideological consciousness, moral quality and realistic performance of the activists who join the league, do a good job in training and education, and guide the activists to correct their motivation for joining the league;
(III) promptly report to the league branch the situation of the activists who have joined the league;
The (IV) put forward to the Youth League branch whether the activists who join the Youth League can be listed as the development target.
Article 11 The league organization shall attach great importance to the education, training and inspection of activists who join the league, and form a working mechanism that combines centralized education and daily training and inspection. Activists who join the league must be trained and educated for more than three months. Young people who have not been trained and inspected by the League organization are generally not allowed to join the League.
Article 12 Activists joining the League shall attend not less than 8 hours of League study before joining the League. The League organization should carry out the party's theoretical education, the education of socialism with Chinese characteristics and the Chinese dream, the education of socialist core values, the education of party history, national history and the history of socialist development, the education of League Constitution and the fine tradition of the League, and the singing of League songs, so as to help them improve their ideological awareness, correct their motivation for joining the League, and establish their belief in fighting for the cause of communism.
Article 13 The league organization shall recruit activists to participate in the relevant activities of the league, assign them appropriate social work, encourage them to study hard, gain a foothold in their duties, and strive to be first-class, so that they can be educated, effective, and talented in practice.
Activists should be encouraged to become registered volunteers and actively participate in voluntary service. Whether the activists are registered volunteers and whether they have participated in volunteer service activities for a certain period of time is an important part of the inspection. When joining the group, actively promote new members to become registered volunteers.
Article 14 The Youth League branch shall promptly inspect the activists who join the league. After a specified period of training and education, the Youth League branch committee shall listen to the opinions of the contacts, members and the masses, from the ideological awareness and political quality, and in their own posts. They are inspected in terms of consistent performance and moral quality, and go through the procedures for joining the league for activists who already have the qualifications for league members.
If there is a change in the unit (place of residence) where the activists join the League work or study, they shall promptly report to the League organization of the original unit (place of residence). The league organization of the original unit (place of residence) shall promptly transfer the application for joining the league, the activity records of participating in the league, the training and education situation, the voluntary service records and other relevant materials to the league organization of the current unit (place of residence). The current unit (residence) league organization should carefully review the relevant materials and continue to do a good job in training and education. Training education time can be calculated continuously.
Article 15 Improve the working system for recommend outstanding young pioneers as the development targets of the group. The middle school league organization should attach importance to the role of the Young Pioneers organization, run the "Youth League School" and "Middle School Student League School" well, improve the ideological and political quality of the Young Pioneers, and support, help and guide the Young Pioneers recommend outstanding Young Pioneers as the development target of the group.
The Young Pioneers organize and promote the best, which will be discussed by the Young Pioneers Squadron Committee, propose the recommend object, fill in the recommendation form, and report to the Brigade Committee; after reviewing the recommend object, the Young Pioneers Brigade Committee will sign the opinion and recommend it to the league organization with the approval authority of the development league members. The Young Pioneers organization and promotion work is generally carried out once a year.
Chapter III Reception of New Members
Article 16 The acceptance of new League members shall be handled in strict accordance with the standards and procedures stipulated in the League Charter. To develop young people to join the League, we must insist on putting political standards in the first place, focusing on whether they play an exemplary and leading role in study, production, work, and social activities.
Article 17 Young people applying to join the League must have two members of the branch as introducers. The introducer for joining the league is usually the training contact person, or it can be invited by the young people applying for joining the league themselves, or designated by the league organization.
Members who have not yet restored their rights or are still in the period of suspension of registration cannot be referred to the Youth League.
Article 18 The main tasks of the introducer are:
(I) explain the constitution of the regiment to the person to be introduced, stating the conditions, obligations and rights of the members;
(II) carefully understand the motivation, political consciousness, moral quality, work and study experience, and actual performance of the introduced person, and truthfully report to the league organization;
(III) guide the introduced person to fill in the "Volunteer Form for Joining the League" and fill in his own opinions carefully;
The (IV) introduces the introduced person responsibly to the branch meeting.
Article 19 the Youth League Branch Committee shall discuss and determine the development object among the activists who join the League, and submit it to the grass-roots Youth League Committee with the authority of examination and approval for pre-examination.
Grass-roots Youth League Committee on the development of the conditions of the object, training and education, such as pre-examination. The results of the pre-examination shall be notified to the Youth League Branch Committee in writing, and the "Volunteer Form for Joining the Youth League" shall be issued to the development objects who pass the pre-examination.
The development object should fill in the "volunteer form for joining the league" carefully and truthfully. After passing the inspection by the branch committee, the "application form for joining the league" will be submitted to the branch general meeting for discussion.
Article 20 Youth participation in the League must be discussed and approved by the general meeting of the League branch. The number of people who have the right to vote must exceed half of the number of people who have the right to vote at the general meeting of the branch that discusses the participation of young people in the league.
Article 21 The main procedures for the general meeting of the branch to discuss the admission of young people into the league are:
(I) the applicant to report his/her personal resume, family situation and understanding of the group, motivation for joining the group and problems that need to be explained to the group organization;
(II) the introducer to introduce the applicant and express his/her opinion on whether he/she can join the League;
Review opinions of the (III) branch committee report on the applicant;
The participating members were (IV) to fully discuss whether the applicants could join the League and vote by secret ballot. Only when the number of people in favor exceeds half of the voting members who should attend the meeting can a resolution to accept new members be adopted. Members with voting rights who are unable to attend the meeting for some reason shall formally submit written opinions to the League branch before the general meeting of the branch, which shall be counted in the number of votes.
When two or more young people join the League, they must discuss and vote one by one.
Article 22 the Youth League branch shall promptly write the resolution of the general meeting of the branch into the application form for joining the League, together with the application form for joining the League, and submit it to the League organization at a higher level for examination and approval.
The resolutions of the branch general meeting mainly include: the main performance of the applicant; The number of members who should attend the meeting and actually attend the meeting with voting rights; The voting result; The date of passing the resolution; Signature of the branch secretary.
Article 23 The acceptance of new League members shall be examined and approved by the grass-roots Youth League Committee. The general branch of the league cannot approve the acceptance of new league members, but it should review the situation of new league members. The general branches of independent units directly led by the Youth League Committee at or above the county level and the general branches of branch factories and branch schools directly under large enterprises and colleges and universities can be approved and accepted by the Youth League Committee at or above the county level with the authorization of the Youth League Committee at or above the county level, but it needs to be indicated in the approval opinions as authorized approval.
Article 24 The grass-roots Youth League Committee must convene a committee to examine and approve the acceptance of new League members, which shall collectively deliberate and vote on the decision. The main contents of the review are: whether the applicant has the qualifications to be a member, whether the procedures for joining the group are complete, etc. The examination and approval opinions are written into the "Application Form for Joining the League" and notified to the League branch for approval.
When the grass-roots Youth League Committee approves the entry of two or more young people into the League, it shall consider and vote on them one by one.
Article 25 The Youth League branch shall promptly notify the higher-level Youth League organization's decision to approve the youth to join the League through a solemn manner of the branch secretary or member's conversation and announce it at the League member meeting. For young people who have not been approved to join the League, the League branch should also inform them of the situation in time to help them understand their own shortcomings and encourage them to continue their efforts.
Young people who are approved to join the League shall obtain the League membership, calculate the League age and pay the League fee from the date of approval by the general meeting of the branch.
Article 26 the grass-roots Youth League Committee must examine and approve the resolution submitted by the Youth League branch to accept new members within three months and report it to the grass-roots organization construction department of the Youth League Committee at a higher level. Anyone who fails to pass the examination and approval without reason shall be investigated for the responsibility of the relevant personnel.
Article 27 New League members shall attend the ceremony for joining the League. the joining ceremony may be organized by the regiment's grassroots committee, general branch committee, or branch committee. At the joining ceremony, the representative of the higher-level league organization or the person in charge of the league organization at the corresponding level leads the new league members to take the oath and issue the league member certificate and the league emblem to the new league members. The league membership card must be stamped by the county-level committee of the league or the grassroots league committee authorized by it to handle the specific matters of issuing the league membership card. Leaders of Party organizations at the same level may be invited to attend the ceremony.
Article 28 The league organization shall strengthen the education and management of new league members, and help them continuously improve their ideological and political quality and their consciousness of implementing the league constitution and fulfilling the obligations of the league members.
Article 29 the League organization shall deposit the "application form for joining the League" of new League members in their own personnel files, which shall be managed by the archives management department in a unified way. If the personnel file is not established, the "Volunteer Form for Joining the League" of the student league members shall be established and managed by the school league committee; other league members shall be managed by the street and township league organizations. The county-level Youth League Committee should strengthen the guidance and supervision of the management of League members' work files in schools, streets and townships.
Article 30 Under special circumstances, the Central Committee of the League and the committees of provinces, autonomous regions and municipalities directly under the Central Government may directly accept League members.
Chapter IV Recognition of Members
Article 31 During the period of applying for membership in the League, activists who have bravely dedicated themselves to the interests of the party and the people in the cause of socialism with Chinese characteristics, have outstanding deeds, and have educational significance on a larger scale, may be regarded as members.
Article 32 The ratified league members shall be organized by the league of their unit and the deeds materials, and submitted to the provincial league committee for approval after the approval of the branch meeting held by the league branch where they were before their death and the review and approval of the league committee at or above the county level.
Chapter V Development of Leadership and Discipline in the Work of League Members
Article 33 Youth League committees at all levels shall put the development of League members on the important agenda, regard it as an important content of work report, evaluation, and assessment, and the assessment results as an important basis for selection and commendation. With regard to the work of developing League members, the leading organs at all levels of the League should carry out an annual inspection, and the grass-roots Youth League committees should keep abreast of the progress of their work and solve problems in a timely manner. For the development of League members of the poor work of the League organizations to inform, if necessary, the leading organs of the League to organize and rectify.
Article 34 the grass-roots Youth League committees and local Youth League committees at all levels must, in accordance with the national plan for the development of League members, the proportion of League members in their respective regions and units and the situation of the ranks of activists in the League, determine the tasks and objectives for the development of League members every year, and formulate practical and feasible work measures to ensure the sustained and stable development of the work of developing League members.
We should pay attention to the development of non-public enterprises, rural communities, emerging youth groups and other fields.
Article 35 League organizations at all levels shall seriously investigate and deal with violations of discipline and regulations and unhealthy tendencies in the work of developing League members. Criticize and educate the League organizations, their responsible persons and those directly responsible for failing to adhere to standards, fail to perform procedures, train and inspect dereliction of duty, and lax examination and control, and give disciplinary sanctions if the circumstances are serious. Typical cases of developing League members in violation of League regulations and relevant regulations should be investigated and reported in a timely manner, and those who are recruited into the League in violation of regulations should not be recognized, so as to earnestly safeguard the seriousness of the work of developing League members.
Article 36 The format of the "Volunteer Letter for Joining the League" shall be formulated by the Ministry of Basic-level Organization Construction of the League Central Committee, and the provincial-level Youth League Committee's basic-level organization construction department shall uniformly print in accordance with the format and strictly manage it.
Chapter VI Supplementary Provisions
Article 37 These Rules shall be interpreted by the Ministry of Construction of Grassroots Organizations of the Central Committee of the Communist Youth League.
Article 38 These Rules shall come into effect as of the date of promulgation. The Detailed Rules for the Development of League Members of the Communist Youth League of China (for Trial Implementation) shall be abolished at the same time.

Annex 1
Rules for the Admission Ceremony
In order to standardize the work of developing league members and strengthen the awareness education of league members, the following regulations are specially formulated for the ceremony of joining the league.
1. basic principles
Focus on institutionalization. All new members are required to attend the joining ceremony. The grass-roots committees, general branch committees or branch committees of the regiment shall organize and carry out the ceremony of joining the regiment on a regular basis in accordance with the regulations.
Procedural focus. To hold the ceremony of joining the League, the basic procedures should be standardized, and all links should be rigorous and smooth, reflecting the seriousness and solemnity of the work of developing League members.
Focus on contagion. By holding a ceremony to join the league, young people can feel the sense of honor of joining the league organization, enhance their sense of belonging to the league organization, and stimulate their sense of mission to fight for the cause of communism.
2. basic procedure
1. Play (sing) the national anthem.
2. The host explained the significance of the joining ceremony and announced the list of new members.
3. The new members will be issued with a League badge, a League membership card and a League emblem, which will be worn on the left chest.
4. The representative of the higher-level league organization or the person in charge of the league organization at the corresponding level leads the new league members to take the oath.
(1) The deponent stands at attention facing the regiment flag, clenched his fist with his right hand and raised his right shoulder.
(2) The oath taker reads the oath of admission sentence by sentence, and the oath taker reads it.
(3) When the person taking the oath reads "deponent", the deponents shall give their names separately.
5. The representative of the delegation introducer read out the articles on the obligations and rights of the members in the "League Constitution.
6. Statements by representatives of new members.

8. The person in charge of the party organization, the representative of the higher-level league organization or the person in charge of the league organization at the corresponding level made a speech and put forward hopes and requirements for the new league members.

On the basis of strict implementation of the basic procedures, the content and form of the joining ceremony can be further enriched and innovated.
3. relevant requirements
1. The joining ceremony is organized by the grass-roots committee, the general branch committee or the branch committee of the regiment, and the regiment group cannot organize it. The person in charge of the party organization at the same level can be invited to participate, and generally the activists who join the group should be invited to observe.
2. The joining ceremony should be held within one month after the higher-level league organization approves the new members, and the school should be held within three months. You can choose to hold it at the time of "May 4th", "July 1", "11" and "December 29" to make the ceremony more memorable.
3. The joining ceremony can be held indoors or outdoors. Where conditions permit, it should be held in places such as patriotism education bases and revolutionary traditional education bases.
4. The leading organs of the League at all levels should strengthen the guidance and inspection of the implementation of the regulations on the ceremony of joining the League, and pay attention to summing up and popularizing the good practices and experiences of grass-roots League organizations.
