In order to implement the relevant requirements of the "Middle School Communist Youth League Reform Implementation Plan" (China Youth League 2016 No. 17), and further standardize and deepen the 18-year-old adult ceremony education activities for middle school students (hereinafter referred to as adult ceremony), this specification is specially formulated.

This specification is applicable to adult ceremonies of ordinary middle schools and secondary vocational schools (including technical schools) throughout the country.

1. work objectives

Adult ceremony is an effective way to strengthen ideological and political guidance and value guidance for middle school students, cultivate and practice socialist core values, and is an important carrier to enhance the advanced nature of middle school students. The purpose of holding the adult ceremony is to seize the critical period of the transformation of middle school students from minors to adulthood, to carry out ideal and belief education, ideological and moral education, national concept education and excellent traditional culture education for the majority of middle school students, to guide and help them to establish a correct world outlook, outlook on life and values, and to enhance the awareness of citizenship, constitution and law, responsibility and gratitude, From the heart to stimulate the sense of social responsibility and historical mission, strive to become a newcomer of the era who is responsible for the great task of national rejuvenation, and make unremitting efforts to win the decisive victory in building a well-off society in an all-round way, building a modern socialist country in an all-round way, and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

2. basic principles

Focus on politics. With ideological and political guidance and value guidance as the core, guide the majority of middle school students to strengthen their ideals and beliefs, establish the "four consciousnesses", strengthen the "four self-confidence", and have the courage to shoulder the mission of the times and historical responsibilities entrusted by the party and the people.

2. Focus on education. Closely centering on the fundamental task of establishing morality and cultivating people, taking students as the center, carrying out the purpose of education throughout the ceremony, and guiding students to participate in the adult ceremony, they should have a deeper understanding of self-respect and self-reliance as adult citizens. take on the responsibility to the family, society, the people and the country, grow up healthily and develop in an all-round way.

3. Focus on normative. Perform the prescribed basic procedures, use unified oaths and signs, pay attention to the solemnity and seriousness of the process, transform the sense of ritual into a spiritual force that moves, inspires and inspires people, and leaves unforgettable memories and ideological imprints on students.

4. Focus on innovation. On the basis of the prescribed basic procedures, schools in various regions can enrich and innovate in combination with regional characteristics, school reality and student characteristics, so that activities can better reflect individualization and improve effectiveness.

3. Participating Subject

The participants of the adult ceremony are school-age students who are about to or have just reached the age of 18 in ordinary middle schools and secondary vocational schools (including technical schools). All students in the third grade can be covered according to the situation. In principle, the adult ceremony takes the school league organization as the main organizational unit, and school leaders, teachers, parents and alumni can be invited to participate. Local organizations may focus on regional adult ceremonies.

4. activity time

The coming-of-age ceremony is in principle scheduled for National Constitution Day (4 December). According to the actual situation, various localities can also arrange to hold it on the "May 4th" Youth Day or the locally determined "Adult Day" and "Adult Oath Day.

5. Activity Location

The place to hold the adult ceremony can be not only in the school, but also in the patriotic education base, national defense education base, social practice base, volunteer service base and other educational places outside the school. The national flag shall be hung on the site and the "adult door" shall be arranged to create a solemn and serious atmosphere.

6. basic procedure

The adult ceremony should include the following basic procedures:

1. Raising the national flag, playing and singing the national anthem;

2. Learn from General Secretary Xi Jinping's message to young people (for example, General Secretary Xi Jinping's speech in the report of the 19th National Congress of the Communist Party of China);

3. Speech by teachers' representatives (leaders of higher-level league organizations, school leaders, well-known alumni or teachers' representatives can clarify the significance of the adult ceremony and put forward hopes and requirements for participating students);

4. Speech by parents' representatives (reviewing the children's growth experience and expressing good wishes);

5. Teachers and parents wear adult hats or adult medals for participating students and present the the People's Republic of China Constitution.

6. Participate in the bowing ceremony of students to teachers and parents;

7. Participate in the speech of student representatives, express gratitude, promise adult responsibility, and look forward to youth dreams;

8. Participate in students' recitation of classics (you can choose the relevant contents of classic articles such as "Young China" or "Youth");

9. Participating students take a solemn oath facing the national flag;

10. Play the melody of the group song, and the students who participate in the ceremony pass the adult door.

In principle, the adult ceremony shall be presided over by the secretary of the Youth League Committee of the school or the person in charge of the local Youth League organization, and the League members shall be the representatives of the students who speak. In principle, the participating students should wear uniform clothing, and those who are members of the league must wear the league emblem.

Content of 7. Oath

The person taking the oath (usually the person in charge of the league organization or the representative of the student league member): please raise your right hand.

8. Ceremony Signs

A uniform sign should be used for adult ceremonies. The logo shape consists of the Arabic numeral "18" to form the image of a bird spreading its wings. "18" represents the age limit of adults, and "flying bird" symbolizes that young people have grown up and become adult citizens. They should independently shoulder the responsibilities and obligations entrusted by the constitution. The logo is red, symbolizing enthusiasm and maturity. Signs can be used in various activities of adult ceremonies.

9. organization implementation

The adult ceremony is mainly organized and implemented by the school league organization. All provincial, municipal and county-level league organizations can refer to the holding of demonstration adult ceremonies in the region.
