Chapter I General Provisions
Article 1 In order to thoroughly implement Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, implement the important thoughts of General Secretary Jinping on youth work, uphold and strengthen the overall leadership of the party, adhere to the comprehensive and strict governance of the league, improve democratic centralism, and improve the league These regulations are formulated in accordance with the Constitution of the Chinese Communist Youth League.
Article 2 These Regulations shall apply to the election of congresses and their committees of provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts and autonomous prefectures, counties (banners), autonomous counties, cities not divided into districts and municipal districts.
Article 3 The congresses of provinces, autonomous regions, and municipalities directly under the Central Government of the League, the congresses of cities divided into districts and autonomous prefectures, and the congresses of counties (banners), autonomous counties, cities not divided into districts, and municipal districts shall be held every 5 years. It is generally held within one year after the party congress at the same level.
The local congresses of the regiments at all levels are convened by the committees of the regiments at the same level.
Article 4 The term of office of the committees elected by the local congresses at all levels of the regiment shall expire and a general election shall be held on schedule. Under special circumstances, it may be held in advance or postponed with the approval of the party committee at the same level and the committee of the regiment at the next higher level. The advance or extension period is generally not more than 1 year.
Article 5 Representatives of the congresses of provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts, and autonomous prefectures of the League shall be elected by the congress of the League at the next lower level or the meeting of representatives of the League.
Representatives of the congresses of counties (banners), autonomous counties, cities not divided into districts, and municipal districts of the regiment shall be elected by the congress of the regiment at the next lower level or the congress of its members.
Article 6 The local committees of the League at all levels shall be elected by the congresses of the League at that level.
The standing committees, secretaries and deputy secretaries of the local committees at all levels of the regiment shall be elected by the plenary meetings of the committees at that level of the regiment.
Article 7 The following persons shall have the right to vote, to vote and to stand for election within the regiment:
(I) members of the Communist Youth League of China (except those whose rights have not been restored after being placed on probation in the League);
(II) members of the Communist Party of China who hold leading positions within the regiment or are directly engaged in the professional work of the regiment (except those whose rights have not yet been restored by the party's probation).
If a league member or party member is detained or arrested in accordance with the law, his right to vote, vote and stand for election within the league shall be suspended.
Article 8 Party members of the Communist Party of China nominated by party organizations and league organizations as candidates for members of the league committee or candidates for representatives of the league congress have the right to be elected within the league.
Article 9 In intra-league elections, the democratic rights of the electors shall be respected and guaranteed, democracy shall be fully developed, and the will of the electors shall be reflected. No organization or individual may, in any way, compel an elector to elect or not to elect a person.
Chapter II Generation of Representatives
Article 10 deputies to the local congresses at all levels of the Communist Youth League shall conscientiously implement the party's basic theory, basic line and basic strategy, consciously enhance the "Four Consciousness", strengthen the "four self-confidence", achieve the "two maintenance", closely contact with the Youth League members, play an exemplary and leading role, consciously abide by the laws and regulations of the state and the discipline of the League, and have the ability to perform the duties of representatives, Can reflect the opinions of the electoral units, representing the will of the members.
Article 11 The number of deputies to the congresses of provinces, autonomous regions, and municipalities directly under the Central Government of the League is generally 400 to 800.
The number of deputies to the congresses of cities divided into districts, autonomous prefectures and municipal districts directly under the Central Government is generally 200 to 400.
The number of deputies to the congresses of counties (banners), autonomous counties, cities not divided into districts and municipal districts of the regiment is generally 100 to 300.
The specific number of deputies shall be determined by the committee of the regiment that convenes the Congress in accordance with the principles conducive to the full development of democracy within the regiment, to the discussion and decision of issues, and to the universality of deputies, and shall be submitted to the party committee at the same level and the committee of the regiment at the next higher level for approval.
If the number of League organizations and the number of League members under its jurisdiction is relatively large or small, the number of representatives may be appropriately increased or reduced.
Article 12 The units for electing deputies to the local congresses at various levels of the League shall generally be divided according to the local organizations or grass-roots organizations at the lower level of the League. The organ work committees and street work committees dispatched by the local committees at all levels of the regiment may be divided into electoral units with the approval of the committee of the regiment at the same level.
Article 13 the allocation of the number of deputies shall be determined by the committee of the League convening the Congress according to the number of League organizations, the number of League members and the work needs of each region and unit.
Representatives should be composed of representatives of League members from all fronts, representatives of full-time, temporary and part-time workers of the League, and representatives of Young Pioneers counselors, and pay attention to absorbing outstanding party members and League members from emerging youth groups such as migrant workers, backbone of social organizations, and freelancers. It is possible to put forward guiding opinions on the composition of deputies as a whole, and the electoral units will have specific control according to their actual conditions.
In the composition of representatives, grass-roots and front-line representatives are generally not less than 70% of the total number of representatives, party members are generally not more than 70%, and female representatives are generally not less than 25%.
Article 14 The local congresses at various levels of the Youth League in areas inhabited by ethnic minorities shall have a certain number of representatives of ethnic minorities.
Article 15 The local congresses of the League in areas with a large number of Taiwanese members shall have an appropriate number of Taiwanese representatives.
Article 16 The local congresses at all levels of the League in areas where there are more returned overseas Chinese members shall have an appropriate number of representatives of returned overseas Chinese.
Article 17 The number of candidates for deputies shall be more than 20 per cent of the number of candidates to be elected.
Article 18 the selection of deputies to the local congresses at all levels of the Communist Youth League shall be carried out by means of bottom-up, combination of top and bottom, repeated deliberation and selection step by step. The main procedures are:
According to the allocated quota, the (I) electoral unit shall organize the League organizations under its jurisdiction to recommend nominations from the League branch, and after full deliberation, according to the opinions of the majority of League organizations or the majority of League members, and in consultation with the party organizations of the relevant regions and units, put forward the recommended candidates for representative candidates;
The (II) election unit communicates with the party organization at the same level and the higher-level league organization on the recommended candidates for representative candidates, proposes the preliminary candidates for representative candidates and conducts inspections, strictly reviews and checks, and collectively studies and determines the preliminary candidates for representative candidates, and within a certain range Publicity, the publicity period shall not be less than 5 working days;
The (III) electoral unit shall convene a plenary meeting of the committee of the regiment to determine the candidates for the candidates for the representative, and submit them to the party committee at the same level and the committee of the regiment that convenes the congress for review;
The (IV) electoral unit convenes a general meeting of members or a representative meeting or a representative meeting to fully deliberate on the candidates for representative candidates, determine the candidates based on the opinions of the majority of electors, conduct elections, and report the elected representatives to the party committee at the same level and the convening congress The committee of the league for approval.
If there are a large number of vacancies for deputies elected by the same electoral unit before the congress is held, a by-election may be held in accordance with the above-mentioned procedures according to the needs of the work.
Article 19 When the League Congress or the League Representative Conference elects representatives to attend the League Congress at the next higher level, the candidates for deputies are not limited to the representatives of the League Congress or the League Representative Conference at that level.
Article 20 The committee of the previous regiment shall establish a representative qualification review committee to be responsible for reviewing the procedures and qualifications of representatives.
If the selection of a representative does not comply with the prescribed procedures, the original electoral unit shall be instructed to conduct a new election; if the representative is not qualified, the original electoral unit shall be instructed to replace it.
The representative qualification examination committee shall report to the Youth League Congress on the examination of the qualifications of representatives. A representative who has been examined and approved shall be formally qualified.
CHAPTER III ELECTION OF COMMITTEE COMMITTEE
Article 21 The local committees of the League at all levels shall be composed of members and alternate members.
Article 22 The number of members and alternate members of the committees of provinces, autonomous regions, and municipalities directly under the Central Government of the League is generally 50 to 90.
The number of members and alternate members of the municipal district committees of cities divided into districts, autonomous prefectures and municipalities directly under the Central Government of the regiment is generally 40 to 60.
The number of members and alternate members of the committees of counties (banners), autonomous counties, cities not divided into districts and municipal districts of the regiment is generally 30 to 50.
Article 23 The alternate members of the local committees at all levels of the regiment shall generally account for 20% to 30% of the total number of members and alternate members. The selection of alternates shall take into account the factors of the resignation of members of the Committee.
Article 24 the local committees at all levels of the regiment shall be composed of full-time, temporary and part-time workers, young pioneers counselors and League members representatives from all walks of life and at all levels. Grassroots and front-line members and alternate members are generally not less than 50% of the total number of members and alternate members.
Article 25 candidates for members of local committees at all levels of the regiment shall strengthen their ideals and beliefs, care for the broad masses of young people, improve their working ability, temper their fine work style, and nominate them in accordance with the principles of having both political integrity and ability, putting morality first, and appointing people on their merits and the requirements of a reasonable structure.
Article 26 the number of candidates for members and alternate members of local committees at all levels of the regiment shall be more than 10% of the number of candidates to be elected.
Article 27 The procedure for the election of members and alternate members of the local committees at all levels of the League is:
The plenary meeting of the committee of the (I) regiment determines the principles for the composition of the next committee and reports it to the party committee at the same level and the committee of the next higher regiment for approval;
The Standing Committee of the (II) Mission organizes deliberation and recommend in accordance with relevant regulations, and proposes preliminary candidates on the basis of extensive listening to opinions;
The committee of the (III) delegation set up an inspection team to inspect the preliminary candidates, highlight political standards, strengthen political quality inspection, and strictly review and check;
The standing committee of the (IV) regiment shall, on the basis of the investigation, determine the candidates for the candidates and submit them to the party committee at the same level and the committee of the regiment at the next higher level for examination and approval;
The presidium of the (V) Youth League Congress deliberates on the candidates, and requests the delegations to fully deliberate, determine the candidates based on the opinions of the majority of electors, and the Congress will conduct the election.
Article 28 Candidates for members and alternate members of local committees at all levels of the League are not limited to representatives of the League congresses at that level.
Article 29 When the local congresses of the League at all levels elect committees at the same level, the members shall be elected first, and the candidates for the members who have not been elected shall be listed as candidates for alternate members and participate in the election.
Chapter IV The Generation of Members, Secretaries and Deputy Secretaries of the Standing Committee
Article 30 The local committees of the League at all levels shall have standing committees, secretaries and deputy secretaries. The secretary shall be a full-time cadre, while the deputy secretary shall be a full-time, temporary or part-time cadre.
The number of members of the standing committees of provinces, autonomous regions and municipalities directly under the Central Government is generally 13 to 21. Secretary, full-time deputy secretary 3 to 7 people.
The number of members of the standing committees of municipal districts of cities divided into districts, autonomous prefectures and municipalities directly under the Central Government is generally 9 to 17. Secretary, full-time deputy secretary 3 to 4 people.
The number of members of the standing committees of counties (banners), autonomous counties, cities not divided into districts and municipal districts of the regiment is generally 7 to 13. Secretary, full-time deputy secretary 2 to 3 people.
According to the work requirements, should be equipped with a certain number of temporary, part-time deputy secretary.
The number of secretaries and deputy secretaries (including temporary and part-time deputy secretaries) shall be less than 1/2 of the number of the Standing Committee.
Article 31 among the members of the standing committees of the local committees at all levels of the regiment, the grass-roots and front-line members shall generally not be less than 25% of the total number of members of the standing committee.
Article 32 The number of candidates for the standing committee of the local committees at all levels of the regiment shall be more than 1 to 2.
Article 33 Candidates for secretary, deputy secretary, and standing committee members shall be proposed by the standing committee of the previous regiment, and submitted to the party committee at the same level and the committee of the higher-level regiment for approval, and then submitted to the plenary meeting of the committee for deliberation and discussion. Determined according to the opinions of the majority of members.
When candidates for secretary and deputy secretary submit for election, in case of special circumstances, the party committee at the same level shall consult and decide with the committee of the regiment at the next higher level.
Article 34 Candidates for membership of the Standing Committee must be members of the current committee of the League.
Candidates for secretary and deputy secretary must be members of the current standing committee of the regiment.
Article 35 The party committee may recommend to the League Congress that party members who are suitable for the work of the Communist Youth League are candidates for committee members, alternate members, standing committee members, secretaries, and deputy secretaries of the League. The party committee listens to the opinions of the committee of the league at the same level, and consults with the committee of the higher-level league. After reaching an agreement, it proposes a list of recommend, which is submitted to the electors for deliberation and discussion, and is included in the list of candidates.
Article 36 When the plenary meeting of the local committee at each level of the regiment elects the members, secretaries, and deputy secretaries of the standing committee of each committee at that level, the members of the standing committee shall be elected first, and then the secretary and deputy secretaries shall be elected from among the members of the standing committee.
Chapter V Organization and Leadership of Elections
Article 37 The election of the Youth League Congress shall be presided over by the Presidium of the Youth League Congress.
The election of the first plenary meeting of the committee shall be presided over by a newly elected member designated by the presidium of the Youth League Congress that elected the committee.
Article 38 Before the formal holding of the Youth League Congress, the committee or standing committee of the previous Youth League shall preside over the preparatory meeting of the Congress. The main tasks of the preparatory meeting are:
(I) adoption of the report of the Committee on the Eligibility of Representatives;
(II) Adoption of the List of Bureaux of the Conference;
(III) Adopts the List of Secretaries-General and Deputy Secretaries-General of the Conference;
(IV) adoption of the agenda of the congress;
(V) to adopt the relevant confirmation matters.
Article 39 The leading body of the Youth League Congress is the Presidium of the Youth League Congress.
The members of the presidium shall be nominated by the committee or standing committee of the previous regiment through consultation with the committee of the next regiment, and shall be submitted to the preparatory meeting of the Congress for voting after deliberation and discussion by the delegations.
The members of the presidium generally account for about 10% of the number of delegates, and are composed of the heads of the delegations, the heads of the preparatory bodies of the League Congress, and representatives from all walks of life. Members of the Presidium must be delegates to the League Congress.
The presidium shall have a number of executive chairmen, who shall be nominated by the committee or standing committee of the previous regiment and voted on at the first meeting of the presidium presided over by the Secretary-General of the General Assembly.
Article 40 The tasks of the Presidium of the Youth League Congress are:
The (I) shall preside over the General Assembly in accordance with its agenda;
Reports and discussions of the General Assembly of (II) organizations;
(III) organize representatives to deliberate, discuss and determine the list of candidates for delegates to the higher-level league congress and committee members of the current league, and preside over the election of the congress;
Resolutions of the Review Conference of Representatives of (IV) Organizations;
(V) decide on other personnel and related important matters.
Article 41 The League Congress shall have one secretary-general and several deputy secretary-generals, who shall be responsible for handling the daily affairs during the convening of the League Congress.
The secretary-general and deputy secretary-general shall be nominated by the committee or standing committee of the previous regiment and submitted to the preparatory meeting of the regiment congress for voting.
Chapter VI Implementation of Elections
Article 42 In the election of the Youth League Congress, the number of participants exceeds half of the number of people who should attend the meeting, and the election can be held. When the plenary meeting of the committee is elected, the number of participants exceeds the number of 2/3 present at the meeting.
Article 43 Deputies, committee members, alternate members and members of the standing Committee of the Youth League Congress shall be elected by margin. The election can be conducted directly by means of a differential election in which the number of candidates exceeds the number of candidates to be elected, or by means of a differential election to conduct a preliminary election, produce a list of candidates, and then conduct an equal formal election.
The secretary and deputy secretary may be elected by difference or by equal election, which shall be determined by the party committee at the same level through consultation with the committee of the regiment at the next higher level.
Article 44 The presidium of the general assembly or the Youth League organization of the electoral unit shall introduce the relevant information of the candidates to the electors in a practical and realistic manner, and give responsible answers to the inquiries raised by the electors.
Article 45 The election shall have scrutineers who shall be responsible for supervising the whole process of the election. When the scale of the meeting is large and there should be a large number of scrutineers, the chief scrutineer and deputy chief scrutineer may be set up.
The scrutineers elected by the League Congress shall be elected by the delegations from among the representatives who are not candidates for members of the committee, and the chief scrutineers and deputy chief scrutineers shall be nominated by the presidium of the Congress from among the scrutineers, and shall be submitted to the Congress for voting after deliberation by the presidium of the Congress.
The scrutineers elected at the plenary meeting of the committee are elected from members who are not candidates for secretary, deputy secretary, or standing committee members, and are approved by the electors.
Article 46 Election of design vote holders. The work of the tellers shall be supervised by the scrutineers.
Article 47 All elections shall be held by secret ballot. The list of candidates for deputies, members, alternate members and members of the standing Committee on the ballot papers is arranged in the order of strokes of their surnames, and the candidates for secretary and deputy secretary are arranged in the order approved by the party committee at the same level and the committee of the regiment at the next higher level.
If an elector is unable to fill in the ballot papers, he or she may entrust a non-candidate to fill in the ballot papers on his or her behalf in accordance with the will of the elector.
An elector who is not present at the meeting for some reason cannot entrust another person to vote on his behalf.
Article 48 An elector may vote for or not for a candidate, or abstain from voting. Those who vote no may choose another person.
Article 49 After the voting is closed, the scrutineers and tellers shall check the number of votes cast, the number of votes issued and the number of votes recovered, make a record, and the scrutineers shall sign and report the number of votes to be elected.
Article 50 If the number of ballots recovered for an election is equal to or less than the number of ballots issued, the election is valid; if the number of ballots exceeds the number of ballots issued, the election is invalid, and a new election shall be held.
The number of votes selected on each ballot is equal to or less than the required number of votes to be elected, and the number of votes more than the required number of votes is invalid.
Article 51 In a formal election, the person to be elected shall be elected if he or she obtains more than half of the votes in favor of the right to vote at the meeting. When the number of people to be elected with more than half of the votes in favor exceeds the number of places to be elected, the order shall be based on the number of votes obtained until the number of places to be elected is sufficient; if the number of votes is equal and the elected person cannot be determined, the elected person with the same number of votes shall generally be re-voted and the one with more votes shall be elected. If the number of people elected with more than half of the votes in favor is less than the number of people to be elected, the insufficient number of people may be re-elected from those who have not been elected; if it is close to the number of people to be elected, it may also be re-elected with the consent of more than half of the electors or the decision of the presidium of the General Assembly.
In the preliminary election, only candidates who have obtained more than half of the votes in favor of the right to vote in the meeting can be listed as formal candidates; in principle, the order of the number of votes obtained is the order of the number of votes. If the number of votes is equal, the official candidates cannot be determined, or the number of candidates who have obtained more than half of the votes is less than or close to the number of candidates, it shall be dealt with in accordance with the corresponding methods during the formal election.
Article 52 At the end of the election, a report shall be made on the votes received by the electors, including votes in favor, votes not in favor, abstentions and the election of others.
The list of elected representatives of the local congresses at all levels of the regiment, members of the local committees at all levels of the regiment, and members of the standing committee of the regiment is arranged in the order of strokes of the surname.
The list of alternate members of the local committees at all levels of the elected regiment shall be arranged according to the number of votes obtained, and those with equal votes shall be arranged in the order of strokes of their surnames.
The list of secretaries and deputy secretaries of the local committees at all levels of the elected regiment shall be arranged in the order approved by the party committee at the same level and the committee of the regiment at the next higher level.
Chapter VII Submission for Examination and Approval
Article 53 The local committees of the regiment at all levels shall submit a written request to the party committee at the same level and the committee of the regiment at the next higher level at least two months in advance to convene the congress of the regiment at that level. The congress can be prepared only after approval and approval.
The contents of the request report include:
(I) the time and place for convening the congress;
(II) the main tasks and agenda of the meeting;
The number of (III) representatives, their constituent intentions and the method of their formation;
(IV) the composition and selection method of the next committee and standing committee, the number of secretaries and deputy secretaries and the selection method;
Other important matters (V) preparation for the convening of the Conference.
Article 54 After the election of members, alternate members, standing committee members, secretaries, and deputy secretaries of the local committees of the regiment at all levels, they shall promptly report to the party committee at the same level and the committee of the regiment at the next higher level for approval. After receiving the report on the election results of the committee of the regiment at the next higher level, the committee of the regiment at the next higher level shall study and reply in a timely manner, and send a copy of the approval to the party committee at the next higher level.
Chapter VIII Retirement of Members and Alternate Members and Substitutes, Substitutes and Co-opts
Article 55 the full-time League cadres among the members and alternate members of the local committees at all levels of the regiment shall be transferred from their posts, and their posts as members and alternate members shall be removed from their posts.
In case of death, loss of nationality, being investigated for criminal responsibility, being suspended from the party or league membership, or being placed on probation in the party or in the league, the duties of the member or alternate member shall be automatically terminated.
Article 56 The members and alternate members of the local committees at all levels of the regiment shall be dismissed and terminated. The standing committee of the regiment at that level shall submit a list of names to the plenary meeting of the committee for confirmation.
Article 57 when there is a vacancy in the leading cadres of the local organizations at all levels of the regiment due to their own dismissal, automatic termination, or dismissal by punishment, the members of the local committees at all levels of the regiment shall be replaced, and the replacement candidates shall generally be the personnel who take over the original posts of the replaced members. The list of replacements shall be proposed by the standing committees of the regiments at that level and submitted to the plenary meeting of the Committee for confirmation. Alternate members are included in the list of original members in the order of strokes of their surnames.
In the event of a vacancy in another member, the alternate member shall fill the vacancy in the order of the number of votes obtained. The list of replacements shall be proposed by the standing committees of the regiments at that level and submitted to the plenary meeting of the Committee for confirmation. The members to be added are in sequence according to the strokes of their surnames after the original list of members.
Article 58 The list of resignation, replacement, and replacement of members and alternate members of the committee at the same level confirmed by the local committees of the regiment at all levels shall be promptly reported to the party committee at the same level and the committee of the regiment at the next higher level for the record.
Article 59 After the committee has fulfilled the procedures for the resignation, replacement or replacement of a member or alternate member, it shall be approved or elected if more than half of the actual members are voted on or elected.
Article 60 The local committees at all levels of the regiment may, when necessary, convene a meeting of representatives to co-opt some members of the committee. The number of co-opted committee members and alternate members shall not exceed 1/3 of the total number of members and alternate members elected by the congress at that level.
When it is true that members of the co-opted committee are elected due to special needs and it is difficult to convene a meeting of the delegation, some members of the committee may be co-opted in the form of a plenary meeting of the committee, subject to the approval of the party committee at the same level and the committee of the next higher level. The number of committee members and alternate members shall not exceed 1/6 of the total number of members and alternate members elected by the congress at that level. The members and alternate members co-opted through the plenary meeting of the committee must also be confirmed at the next league congress.
Article 61 When the local congresses of the League at all levels are not in session, the party committee at the same level and the committee of the League at the next higher level may, after joint study and consensus, transfer or appoint the person in charge of the League organization.
Chapter IX Discipline and Supervision
Article 62 Strengthen the leadership of the election work of the local organizations at all levels of the League, put discipline and rules in the forefront, insist on education first, warning first, prevention first, strict political discipline, organizational discipline and change discipline, and guide League members and representatives correctly exercise their democratic rights and ensure a healthy and orderly election.
We will implement the responsibility of administering the regiment strictly in an all-round way, strictly prohibit cliques, canvassing and bribing elections, intercession greetings, illegal employment, air leakage, interference with the change of office, and other violations of discipline and law, strengthen supervision and inspection and accountability, create a good political ecology, and ensure a clean and upright election atmosphere.
Article 63 The committee of the higher regiment shall be responsible for supervising the implementation of these Regulations.
Article 64: Violations of the League Constitution and these Regulations must be carefully investigated and dealt with. According to the nature and severity of the problem, the responsible person shall be criticized and educated until the punishment is given, and the leading cadres of the League organization and the League who are derelict in their duties shall be held accountable. Accountability; suspected of illegal crimes shall be dealt with in accordance with relevant laws and regulations.
For elections that seriously violate these regulations, the higher-level league organization may make a decision that the election is invalid.
Chapter X Supplementary Provisions
Article 65 The election of local organizations at all levels of the League shall formulate specific election methods in accordance with these regulations, and shall be implemented with the consent of more than half of the electors who should attend the meeting.
