Chapter I General Provisions
Article 1 in order to thoroughly implement Xi Jinping's thinking on socialism with Chinese characteristics in the new era, implement General Secretary Xi Jinping's important thinking on youth work, strengthen and improve the education and management of League members in the new era, and maintain and enhance the advanced nature and sense of honor of League members, these regulations are formulated in accordance with the Constitution of the Communist Youth League of China and the relevant system norms within the League.
Article 2 The education and management of League members is the basic and regular work of the construction of the League. League organizations should strengthen the education and management of League members, guide them to learn socialism and communism with Chinese characteristics in practice, enhance the "four consciousness", strengthen the "four self-confidence", achieve the "two maintenance", conscientiously perform their obligations, correctly exercise their rights, cherish the identity of League members, improve their own quality, give full play to their exemplary and leading role, and reflect their advanced nature.
Article 3 The education and management of league members is guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", the scientific development concept, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implements General Secretary Jinping's work on youth. Important thoughts, adhere to the combination of education, management, supervision, and service, efforts should be made to build a contingent of League members with faith, politics, morality, discipline, dedication and vanguard, so as to continuously deliver fresh blood to the party.
Article 4 The education and management of League members shall follow the following principles:
(I) insist on putting political construction in the first place, adhere to the party's leadership, highlight political education and education in ideals and beliefs, and earnestly perform the duty of educating people for the party.
(II) adhere to the comprehensive and strict management of the League, and implement the strict and practical requirements to the whole process and all aspects of the education and management of League members.
(III) persist in centering around the center and serving the overall situation, pay attention to the quality and effectiveness of the education and management of League members, and ensure that the party's instructions and League resolutions are effectively implemented.
(IV) persist in proceeding from reality, strengthen classified guidance, respect the dominant position of League members, and give full play to the role of grass-roots League organizations, especially League branches, in directly educating, managing, and supervising League members.
(V) adhere to the integrity of innovation, reflecting the characteristics of the times.
Chapter II Basic Content of League Member Education
Article 5 Strengthen the party's innovative theoretical study and education, and take the use of Xi Jinping's new era of socialism with Chinese characteristics to arm the minds of the league members as the primary political task of the education and management of the league members, and educate and guide the league members to earnestly study and implement General Secretary Xi Jinping's important thoughts on youth work. Read the original work, learn the original text, understand the principles, and strive to achieve the unity of learning, thinking, knowledge, belief and practice.
Strengthen the political education and political training of league members, educate league members to always firmly support the leadership of the party, strictly observe political discipline and political rules, adhere to democratic centralism, and maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in ideological and political actions.
Article 6 organize League members to learn and master the basic positions, viewpoints and methods of Marxism, improve their ideological awareness and theoretical level, and establish the lofty ideal of communism and the common ideal of socialism with Chinese characteristics.
Organize league members to study the party's basic theories, basic lines, and basic strategies, study party history, new China history, reform and opening up history, and socialist development history, and have a deep understanding of why the Communist Party of China can, why Marxism works, and why socialism with Chinese characteristics is good. Deeply understand that the leadership of the party is the most essential feature and greatest institutional advantage of socialism with Chinese characteristics, and consciously feel the party's favor, listen to the party, and follow the party.
Article 7 Implement the ''Implementation Outline of Patriotism Education in the New Era'', take the realization of the Chinese dream of the great rejuvenation of the Chinese nation as a distinct theme, educate and guide the members to adhere to the high unity of patriotism, love the party, and love socialism, and take the lead in promoting patriotism as the core The national spirit and the spirit of the times with reform and innovation as the core, determined to integrate personal dreams into the great practice of realizing the Chinese dream, and strive to become a newcomer of national rejuvenation.
We should carry out in-depth education on national conditions and situation and policy, educate League members to keep in mind the overall strategic situation of the great rejuvenation of the Chinese nation and the great changes unseen in the world in a century, accurately grasp the basic national conditions, carry forward the spirit of struggle, enhance the ability of struggle, and persist in concentrating on doing their own things well under the leadership of the party. Closely focus on the implementation of major decisions and arrangements of the party and the state, participate in promoting the implementation of major tasks, publicize and explain the party's policies and propositions in simple terms, actively respond to the concerns of League members, and unify the thoughts and actions of League members into the spirit of the Central Committee.
Organize League members to learn the excellent traditional Chinese culture, learn to carry forward the revolutionary culture and advanced socialist culture created by the people under the leadership of the party, establish a correct view of history and culture, and enhance national self-esteem, self-confidence, and pride. Educate League members to establish an overall national security concept, forge a strong sense of the Chinese nation's community, and maintain social stability, the unity of the motherland, and national unity.
Article 8 implement the outline for the implementation of civic moral construction in the new era, educate and guide League members to practice the socialist core values, cultivate the views and positions of the masses, enhance the collective concept and sense of social responsibility, closely combine correct moral cognition, conscious moral cultivation and active moral practice, and vigorously carry forward the socialist morality based on collectivism.
Carry out labor education and hard work education, educate and guide members to practice economy and oppose waste, establish a labor concept that is proud of hard work and ashamed of work, learn to promote the spirit of model workers, labor spirit, and craftsmanship, and oppose money worship and hedonism And extreme individualism, strive to be a fighter in the new era.
Article 9 Strengthen the education of the rule of law, organize league members to learn the basic knowledge of the socialist rule of law system with Chinese characteristics, educate league members to respect the Constitution and laws, establish a sense of rules, enhance the awareness of the rule of law and the quality of the rule of law, and consciously be a model of respecting the law, learning and abiding by the law.
Organize league members to study the league constitution and the history of the Chinese youth movement and league history, educate and guide league members not to forget the original intention of the party, keep in mind the oath of joining the league, abide by the discipline of the league, fulfill the obligations of the league members, cultivate the sense of belonging and honor of the league members, and encourage the league members to study, work and Play an exemplary role in other social life.
Article 10 according to the characteristics of League members in different occupations, organize and guide League members to learn and master professional knowledge, scientific and technological knowledge, practical technology and professional skills, so as to help League members improve their comprehensive quality and enhance their service skills.
Chapter III Main Ways of Daily Education and Management of League Members
Article 11 The league organization shall improve the organizational life of the league, implement the "three meetings, two systems and one lesson" system, innovate the organizational lifestyle, enhance the sense of the times and practicality, and conduct regular education and management of the league members. Members of the League shall participate in the organizational life of the League on schedule. Party members who retain their League membership should actively participate in the organizational life of the party, advocate participating in the organizational life of the League, and may not participate in the educational evaluation of League members and the annual registration of League membership. League cadres at all levels should be incorporated into a branch of the League and participate in the organizational life of the League branch or group where they belong.
The Youth League branch holds an organizational life meeting at least once a year. The organizational life meeting is generally held in the form of a League branch member meeting, a League branch committee meeting or a League group meeting.
The education appraisal of league members is generally carried out once a year with the annual registration of league members, the evaluation of the advanced nature of league members, and the honor incentive of league members. The Youth League branch held a branch meeting to organize members to make comments. The Youth League branch comprehensively evaluates the situation and the daily performance of the members, puts forward suggestions, evaluates the grades, and reports to the higher-level Youth League Committee for approval. The grade of merit is an important basis for the honor and motivation of the regiment.
Article 12 Youth League organizations shall thoroughly implement the youth learning action, adopt centralized learning, regular rotation training, theoretical propaganda, practical activities, online training, etc., to promote the normalization and institutionalization of League members' learning and training, and enhance their attractiveness and appeal. Members of the year to participate in concentrated learning training is generally not less than 4 times.
The leading organs of the league at all levels and the league organizations of the industry system should carry out special study and education in a timely manner in accordance with the party's central work, the ideological status of the league members, and the needs of the league's construction.
Article 13 Youth League organizations generally carry out theme group days once a month, close to the members' thoughts, learning and work reality, organize group classes, and carry out online or offline activities in the form of learning exchanges, visits and practices.
Article 14 The league organization shall standardize the education of in-group ceremonies such as the entrance ceremony, the 14-year-old collective birthday, the 18-year-old adult ceremony, and the over-age departure ceremony. The school league organization carries out at least one ritual education activity within the league every semester.
Article 15 League organizations shall regard the participation of League members in voluntary service and social practice as an important carrier for demonstrating the advanced nature of League members in the new era. League members should actively carry out activities such as learning from Lei Feng's voluntary service and reporting to the community (village) in accordance with the principle of being nearby and relying on grass-roots League organizations, "youth homes" and youth volunteer organizations. League members shall register as volunteers with the league organizations and their authorized volunteer organizations. League members should participate in voluntary service for not less than 20 hours a year, and those who fail to meet the standards are generally not allowed to participate in the evaluation of awards within the league.
Article 16 League organizations shall excavate the advanced models of League members around young people, and educate and guide League members to always maintain the momentum of striving for excellence and the attitude of permanent struggle. Encourage student league members to serve the masses and contribute to society through holiday social practice and voluntary service. Through the carriers of youth commando, youth volunteers, youth civilization, youth post experts and youth rich leaders, professional League members are educated and guided to carry out activities such as fulfilling their promises and making contributions to their posts, so as to enhance their contribution to the overall situation of service.
The league organization should educate and guide its members to take the lead in surfing the Internet in a green way, using the Internet in a civilized way, becoming civilized volunteers on the Internet, not spreading rumors, not believing rumors, not spreading rumors, daring to speak out, refuting mistakes, and creating a clear cyberspace.
Article 17 the League organization shall educate and guide its League members to actively move closer to the party organization, strengthen the promotion of joining the party, deepen the training project of young Marxists, promote the joint training and education of the party and League organizations, and constantly send fresh blood to the party organization. Implement the requirements of "two generals and two main", standardize the "promotion" procedures, strengthen process training, and improve the quality of "promotion" in accordance with the "Implementation Measures for the Communist Youth League's Promotion of Party Membership (Trial).
Article 18 Reform and innovate the group fee system, so that the collection, use, and management of group fees can better adapt to the development of the times and the needs of practice, better support the cause of the group, serve the development of youth, and guide the members to enhance the awareness of the members in fulfilling their obligations. Cultivate dedication in practice.
Article 19 League organizations shall adhere to the unity of strict education and management and enthusiastic care and care, care and care for League members in politics, ideology, work and life, pay attention to the analysis of the ideological trends and behavioral characteristics of League members, and do a good job in ideological and political work and psychological counseling to help League members in difficulties. The person in charge of a league organization should have frequent heart-to-heart talks with its members.
Chapter IV Encouragement and Evaluation of League Members
Article 20 Improve the integrated education chain of the party, league, and team, and lead the league members to strive for excellence, play a role, and make continuous progress through the use of league incentives, evaluation incentives, honor incentives, opportunity incentives, and development incentives.
As an important incentive method for young people, especially young students, (I) joining the league, junior high school focuses on making good use of the honor incentive and promotion of young pioneers.
(II) appraisal incentives are the basic conditions for members to obtain other incentives within the group, and the number of awards is linked to the award of honorary incentives.
(III) honor incentives take a bottom-up, ladder promotion approach, through the award of honorary titles, medals and other incentives.
(IV) opportunity incentives mainly build a platform for political and social participation such as recommend nomination, holding positions in the group, and participating in important activities for outstanding league members who have received honor incentives.
The incentive for (V) development is mainly through the training project of young Marxists, the promotion of joining the party, the recommend of candidates for the "two committees" of the village, and the recommendation of talents, so as to smooth the connection between the political employment of the party and the League.
Article 21 According to the ideological and cognitive level and behavioral characteristics of different age groups and different professional league members, focusing on the dimensions of ideals and beliefs, political quality, moral quality, discipline awareness, mental state, and role play, through personal self-evaluation and league members Mutual evaluation, organizational evaluation, and third-party evaluation, etc., carry out evaluation of individual members and groups, and realize that the advanced nature of members can be evaluated and tested.
Chapter V League Membership, Organizational Relations and Management of Mobile League Members
Article 22 Young people who have been approved by the general meeting of League members of the League branch and approved by the committee of the League with examination and approval authority shall obtain League membership from the date of approval by the general meeting of the branch.
Members who have lost contact with the League organization for more than one year and have not been contacted by various means, members who have gone abroad (territory) for private purposes and have settled outside the country (territory) for a long time, members who have not returned from abroad (territory) for more than five years, stop their membership. Members who have ceased their membership shall be recorded in their members' files (including electronic files).
After the suspension of the group membership, the group membership can be restored upon my application and verification and approval by the leading organ of the group at or above the county level. If it is really impossible to get in touch after 2 years of suspension of membership, it shall be removed according to its own withdrawal.
Individuals who have been persuaded to withdraw from the group, persuaded but not to withdraw from the group, voluntarily withdraw from the group, and withdraw from the group cannot be restored to the group; those who meet the conditions after withdrawing from the group can re-join the group. In principle, those who are subject to disciplinary sanctions of expulsion from the League cannot re-join the League.
Article 23 From the beginning of the work of developing League members, League organizations shall establish individual files of League members. The League members' files mainly include the application form for joining the Communist Youth League of China, the application form for joining the League, the materials for the training and inspection of activists (the completion of the study in the League school), the League member certificate, the registration form of League members, the materials of rewards and punishments in the League, etc. The volunteer form for joining the league is the first member file.
The archives of league members shall be included in the student records or personnel files in accordance with the provisions of the State. The student league files are generally included in the student status files for management. In principle, they are transferred with the student status files and managed by the school league organization. If personnel files have been established, they shall be managed by the employing units with the authority to manage personnel files, or by personnel file management service institutions such as public employment and talent service institutions and authorized management service institutions at or above the county level; if personnel files have not been established, they are generally managed by the Youth League Committee at the county level, and where conditions permit, they can also be managed by township and street League organizations.
If the files of a league member are missing or incomplete, a certificate shall generally be issued by the league organization to which he belongs or by the league organization of the unit to which he belongs when he joined the league. If the identity of a member is verified to be correct, the registration form and membership card of the member may be reissued according to the procedures as the identity certificate of the member, and the application form for joining the group shall not be reissued. The files and relevant supporting materials of the League members shall be authentic and credible, and the relevant units and individuals shall be investigated for the responsibility of providing false materials and files.
Relying on the "smart group building" system, focusing on the new development of members, the establishment of an electronic archive of members.
The leading organs of the League at all levels should strengthen the guidance and supervision of the management of the League members' archives, and correct problems in a timely manner.
Article 24 The organizational relationship of League members refers to the affiliation of League members to the grass-roots organizations of the League.
Each member of the (I) must be incorporated into a branch of the regiment. League members who have fixed study and work units and whose units have established a league organization shall be incorporated into the league organization of their units; units that have not established a league organization shall generally be incorporated into the league organization of their habitual residence or the place where the unit is located. Members who do not have a fixed unit of study or work are generally incorporated into the League organization where they live or where they are domiciled.
(II) League members go out to study, work, or live for more than 6 months and the location is relatively fixed, they should generally transfer their organizational relationship to the league organization of the study or work unit in the place where they go out or the corresponding territorial league organization, and those who meet the conditions can also be transferred to the "Youth Home" or the league organization in the youth association of the league.
When the (III) organization accepts the organizational relationship of its members, it may, if necessary, take appropriate measures to check the files of its members. For members whose organizational relations have been transferred but have not yet been accepted, the original group organization still has the management responsibility. The league organization shall not refuse to transfer the membership organization relationship without reason.
Article 25 The league organization shall do a good job in the management of mobile league members and the transfer of organizational relations. For mobile league members who have been away for more than 6 months and have not transferred organizational relationships, they should keep in touch through the Internet and other forms, and follow up on education, training, management services, etc.
If the student league members of (I) schools fail to enter a higher school or fail to implement their employment destination after graduation, they can generally retain the organizational relationship in the original school for 6 months, and the longest is not more than 1 year. Those who meet the conditions should be transferred out in time. For graduate student league members whose organizational relationship is transferred to their place of residence, township and street where their household registration is located, township and street league organizations should take the initiative to strengthen contact services, continue to pay attention to their employment trends, and follow up the transfer of organizational relationships in a timely manner.
For members of the (II) who study, work and live abroad (border), the league organization to which they belonged before going abroad (border) retains its organizational relationship. Schools or unit league organizations with a concentration of overseas (border) league members should strengthen contact services by establishing online league member communities. After returning abroad (border) members, they will resume their organizational life in accordance with the regulations.
(III) the same time, for rural mobile members and mobile members living in different places, the outgoing organizations should strengthen liaison and coordination with themselves and the incoming organizations.
(IV) establish and improve the organization of public employment and talent service institutions, straighten out the organizational relationship of mobile talent league members, and set up mobile talent league organizations and accept the transfer of organizational relationships.
For the mobile members of the labor dispatch workers, the (V) generally retains the organizational relationship in the league organization of the labor dispatch unit or the league organization where the member's household registration is located. To the employer organization, to carry out daily education, contact, service.
The inflow regiment organization shall assist in the daily management of mobile league members, educate and guide the league members to report to the league organization in their place of residence, and urge them to transfer organizational relations in a timely manner if they have the conditions. Relying on regional league building, mobile league members are organized to carry out activities in accordance with the way that one side of the organizational relationship is subordinate to and participates in multiple organizational life. Floating members who have not transferred their organizational relations for more than 6 months can participate in education evaluation, advanced evaluation and registration in the inflow organization. The outflow and inflow organizations shall inform each other and recognize the educational evaluation, advanced evaluation and registration of mobile league members.
Mobile league members should take the initiative to contact the league organization that retains their organizational relationship through regular registration, telephone, Internet, etc., and contact at least once every six months.
Chapter VI Supervision and Organizational Disposal of League Members
Article 26 The league organization shall strictly enforce the discipline of the league, especially political discipline and organizational discipline, supervise the political theory study of the league members, abide by the Constitution, laws and regulations, league regulations, and ethics, participate in the life of the organization, fulfill the obligations of the league members, and play Model role, etc.
Article 27 If it is found that a league member has signs or tendencies in politics, ideology, work, study, life, style, and discipline, the person in charge of the league organization shall promptly conduct a reminder conversation to catch the small and prevent the small.
Article 28 If a League member fails to participate in the organizational life of the League in accordance with the regulations, fails to pay the League fee in accordance with the regulations, moves to other places to study, work and live without actively keeping in touch with the League organization, and has other acts that do not meet the requirements of the League, if the circumstances are relatively minor, the League organization shall take appropriate measures to criticize and educate it in a timely manner to help it improve.
Article 29 If you are not firm in your ideals and beliefs, have weak awareness of the members and organizations, fail to fulfill the obligations of the members, and fail to implement the resolutions of the members, but you can correctly understand the mistakes, are willing to accept education and management, and are determined to correct them, or if the education and evaluation of the members are unqualified, the league organization shall make corrections within a time limit, and the time limit for correction shall generally not exceed 6 months. For those members who are given a deadline for correction and disposal, the League organization shall take targeted measures to help and educate them.
Article 30 A league member who has one of the following circumstances shall be removed in accordance with the prescribed procedures:
those who lack (I) ideals and convictions, have wavered in their political stand, and have already lost their qualifications as members of the league should be advised to withdraw from the league, and those who do not should be removed from the league;
(II) who believe in a religion and have not changed their name after being helped and educated by the league organization, they are advised to withdraw from the league, and those who do not withdraw are removed from the league;
(III) who voluntarily propose to withdraw from the regiment and still insist on withdrawing after education shall be removed from the regiment;
(IV) who refuse to correct their mistakes or remain unchanged after the expiration of the deadline for correction, they are advised to withdraw from the regiment, and those who do not are removed from the regiment;
(V) there is no justifiable reason, if they fail to pay the group fee in accordance with the regulations, fail to organize the life of the group, or do not do the work assigned by the group organization for 6 consecutive months, they will be removed from the group on their own.
The dismissal or removal of League members is generally decided by the League branch League member assembly and reported to the higher League (work) committee or the leading organ of the League at or above the county level for approval.
Article 31 League members who violate League discipline shall be dealt with accordingly in accordance with the provisions of discipline within the League; if the circumstances are minor, they may be dealt with by the organization, and the punishment of League discipline shall be exempted or mitigated.
Criminal league members shall be dealt with in accordance with the "Measures on Disciplinary Punishment of Criminal Communist Youth League Members (Trial).
The organizational disposition or disciplinary action of the members shall be recorded in their members' files (including electronic files).
Chapter VII Informatization of Education and Management of League Members
Article 32 to meet the requirements of the development of the times, we should pay attention to the application of Internet technology and information means, promote the deep integration of League construction and information technology, and constantly improve the modernization level of League members' education and management.
Adhere to overall planning and integration of resources, strengthen the construction of group-affiliated information systems such as the "smart group building" system, and build an interactive information work platform that integrates basic information query, basic group affairs management, and growth track recording.
Article 33 Gradually realize the informatization of member file management, member identity authentication, organizational relationship transfer, and intra-group statistics. To adapt to the gathering characteristics of League members in cyberspace, build online League organizations or League members communities, strengthen political leadership, organize League activities and carry out work evaluation. Improve the organization and mobilization methods of the regiment, and strive to achieve flat and efficient mobilization. Explore the introduction of big data and other technical means to analyze and judge the status of the team members and the education and management of the members.
Article 34 League members shall rely on the education management information platform and the new media platform affiliated to the league to actively carry out political theory study, actively participate in the activities and organizational life of the league, and consciously accept the education management of the league organization.
Chapter VIII Organizational Leadership and Job Security
Article 35 the Central Committee of the Communist Youth League shall be responsible for the planning, deployment, organization, coordination, inspection and guidance of the education and management of League members. The leading organs of the League at or above the county level are responsible for the education and management of League members in their respective regions, implement the deployment requirements of the whole League on the education and management of League members, regularly study the work, analyze the situation of League members, and put forward targeted work measures.
The basic-level league (work) committee performs the basic responsibilities of the education and management of league members, promotes the implementation of the work arrangements of the higher-level league organization, organizes the learning and training of league members, organizational relationship management, commendation and incentives, care and assistance, organization and disposal, disciplinary actions, etc., and guides the The league branch under its jurisdiction does a good job in the daily education and management of league members. The Youth League branch performs the duties of directly educating, managing and supervising the League members in accordance with the League Constitution and relevant regulations within the League. The League Group shall implement the requirements and tasks of the League Branch on the education and management of League members.
Article 36 strengthen the standardized construction of grass-roots organizations of the League, consolidate the organization of the League in traditional fields, innovate the organization of the League in emerging fields, strengthen the construction of "youth home", cultivate and develop all kinds of youth organizations led by the League, build an organizational system that is intertwined vertically and horizontally, expand the effective coverage of the organization and work of the League, and provide a strong organizational guarantee for strengthening the education and management of League members.
Article 37 Increase funding for the education and management of league members, explore effective ways to socialize the allocation of resources, promote the formation of a stable funding guarantee mechanism, and focus on supporting schools, rural areas, communities, non-public economic organizations and social organizations, and public employment And talent service institutions and other fields of league organizations to carry out education and management of league members.
Article 38: Middle school league schools are generally established in full-time general middle schools and secondary vocational schools, and pay attention to the political training functions of league schools and league education bases at all levels. League organizations at all levels can develop practical and effective League member education courses in line with the characteristics of the times, and pay attention to the development of online courses.
Article 39 The leading organs of the League at all levels shall strengthen the inspection and evaluation of the education and management of League members. The basic-level league (work) committee should take the education and management of league members as an important part of reporting to the higher-level league organization every year. In carrying out the annual evaluation, the higher-level League organizations shall check the education and management of League members carried out by the lower-level League organizations.
For dereliction of duty in the education and management of League members, they should be held accountable.
Chapter IX Supplementary Provisions
Article 40 The relevant systems for the education and management of members of the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be formulated by the Political Work Department of the Central Military Commission in accordance with these regulations.
Article 41 These Regulations shall be interpreted by the Ministry of Construction of the Central Committee of the Communist Youth League.
Article 42 These Regulations shall enter into force as of the date of promulgation. If the previously issued regulations on the education and management of League members are inconsistent with these regulations, they shall be implemented in accordance with these regulations.
