Chapter I General Provisions

Article 1 in order to thoroughly implement General Secretary Xi Jinping's important thinking on youth work, strengthen the building of League organizations in the industry system, and give full play to the role of League organizations and commandos in promoting the high-quality development of the industry system, these provisions are formulated in accordance with the Constitution of the Communist Youth League of China and relevant regulations within the League.

Article 2 These Provisions shall apply to the league organization work of the industry system. The industry system league organization refers to the league organization established by relying on the industry system party organization, business competent department or industry chamber of commerce association. It mainly includes the committees of various industry system groups at all levels, the working committees of the groups, and the work guidance and promotion committees of the groups.

Article 3 The league organization of the industry system must adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", and the scientific development concept, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implement the Party Central Committee's work on the Communist Youth League. All requirements, organize and mobilize various types of grassroots organizations in the industry system, and play an important supporting role in building a Communist Youth League organization system that is connected and intertwines.

Chapter II Basic Principles

Article 4 Persist in party building and team building, actively integrate into the overall situation of industry party building work, implement the relevant requirements of industry party building into the work of the Communist Youth League, and always maintain and enhance the political, advanced, and mass nature of the league.

Article 5 Adhere to the dominant position of youth, strengthen service awareness, improve service capabilities, proceed from the characteristics of youth in the industry, transform the party's propositions into the ideological understanding and practical actions of youth in the industry system, unite the youth more closely around the party, and continue Consolidate and expand the youth mass base of the party's governance.

Article 6 Persist in serving the overall situation, closely focus on the central task of the industry system, effectively give play to the political, organizational and social functions of the league organization, and unite and lead the youth of the league to promote the high-quality development of the industry system.

Article 7 Adhere to the strong foundation and solid foundation, take the improvement of the league's organizational strength as the foundation, and focus on the construction of the league's organizational system, and continuously expand the organizational coverage and work coverage of the industry system.

Chapter III Organizational Form

Article 8 An industry system with a good leading foundation for party building, a high degree of youth concentration, strong policy orientation, a grasp of contact services, and greater social influence shall establish an industry system and league organization based on the characteristics of the flow distribution of youth league members.

(I) the party committee of the industry system has been established, it should rely on the party building to lead the team building system to establish a committee of the industry system.

(II) the working committee of the party of the industry system has been established, or the working committee of the party of the industry system has not been established, but the work force is strong and the resource guarantee is better, the county-level and above-level committees of the regiment shall send representative offices to establish the industry system. The working committee of the regiment.

(III) those who do not have the above-mentioned conditions but have a certain foundation, a committee for the guidance and promotion of the work of the regiment may be established.

Article 9 The members of the industry system league organizations shall, in principle, have greater influence and strong representativeness within the industry system. According to the needs of work, a standing committee may be established, and the number of members of the standing committee shall generally not exceed 1/4 of the number of members of the committee.

Chapter IV Establishment Procedure

Article 10 The procedures for the establishment of the committee of the industry system group are generally as follows: the county-level and above-level committees of the league and the industry system party committees negotiate and agree, plan to propose a list of relevant candidates, convene a founding meeting, and elect the industry system group in accordance with the procedures. The committee shall be reported to the county-level and above committee of the league for approval.

Article 11 the procedure for the establishment of the working committee of the industry system regiment is generally as follows: the committee at or above the county level of the regiment shall, through consultation with the competent department of the industry system or the industry chamber of commerce association, determine the members of the working committee of the industry system regiment and hold a founding meeting.

Article 12 The procedures for the establishment of the work guidance and promotion committee of the industry system group are generally as follows: the county-level and above-level committees of the group and the competent department of the industry system or the industry chamber of commerce association shall negotiate and propose a list of relevant candidates and convene a founding meeting. The work guidance and promotion committee of the industry system group shall be elected in accordance with the procedures and submitted to the county-level and above committee of the group for approval.

Article 13 according to the needs of work, with the approval of the party organization at the same level and the leading organ of the regiment at the higher level, the league organization of the industry system may be directly established. If there is no party organization at the same level, the leading organ of the higher-level regiment may establish a trade system regiment organization according to the needs of the work.

Article 14 If there are more than three members in the grass-roots units of the industry system, a League branch shall be established. The establishment of the league branch of the industry system generally requires the grassroots unit to apply to the league organization of the industry system after obtaining the consent of the party organization. If there is no party organization in a grass-roots unit, it may apply directly to the league organization of the industry system to which it belongs.

Chapter V Main Responsibilities

Article 15 Strengthen ideological and political guidance. Highlight political construction, strengthen political functions, regard ideological and political work as regular and basic work, and educate and lead the youth of the industry system to always maintain political positions, political directions, political principles, and political roads with the Party Central Committee with Comrade Xi Jinping at the core. Highly consistent, unswervingly listen to and follow the party.

Article 16 Strengthen the construction of the organizational system of the regiment. To promote the construction of key industry system league organizations should be built to provide support for the construction of the Communist Youth League organization system. Give full play to the leading role of the "article" of the industry system, focus on the establishment of grassroots league organizations in the "two new" and other fields, and continuously expand the effective coverage of the league. Continuously strengthen the standardization of grassroots league organizations and straighten out organizational affiliation.

Article 17 Strengthen the construction of League members. Organize youth league members to thoroughly study and implement Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, resolutely implement the party's basic theories, basic lines, and basic strategies, organize league members to learn the basic knowledge of the party, and learn the basic knowledge of the league and the league. Propagate and implement the party's instructions, implement the resolutions of the league organization, and unite and lead the youth of the league to play the role of a new force and commando in the development of the industry system.

In accordance with the principle of "one party's affiliation and multiple coverage", members of the industry system participate in organizational life nearby. For the members of the territorial league organization management, the qualified industry system league organization can negotiate with the territorial league organization to determine the affiliation.

Article 18 Strengthen the construction of league cadres. League cadres in the industry system must strengthen their ideals and beliefs, care for the broad masses of young people, improve their work ability, temper their fine work style, and strive to be strong in politics, ideology, ability, responsibility, style, and self-discipline. have the courage to bear hardships, difficulties, heavy burdens, and dangers in a difficult environment and at the grass-roots level, and regard the posts of the regiment as an important platform for improving the working ability of the masses and promoting the high-quality development of the industry system.

It is necessary to clarify the work responsibilities of league cadres in the industry system, establish a responsibility system and evaluation mechanism for the term of office, organize and carry out the work report and evaluation of the secretary of the grassroots league organization every year, and accept the supervision and evaluation of the grassroots youth. Combined with the characteristics of the industry system, explore the support through honor incentive, opportunity incentive, development incentive, salary incentive and other ways.

Article 19 Strengthen the construction of talent team. We will deepen the construction of the youth talent system in the industry system, focus on the training of young political talents, and strengthen the training of young science and technology, skills, management, rural revitalization and public welfare talents. Combining with the characteristics of the industry, in-depth implementation of the young Marxist training project, in accordance with the regulations to carry out the industry system youth May Fourth Medal, "two red two excellent", "upward to good youth" and other selection, recognition and publicity and guidance work.

Article 20 Service industry system work overall situation. Always focus on the central task, focus on key and difficult points, and organize and mobilize youth members to work hard and make contributions through "youth" brands such as youth commandos, youth post experts, youth civilization, and youth safety production demonstration posts, so as to promote the high-quality development of the industry system with work achievements. Focus on the real concerns of young people, promote the solution of the urgent and anxious problems of young people, be a good leader of young people, and gather strength for the sustainable and healthy development of the industry system.

Article 21 Promote comprehensive and strict governance of the regiment. Adhere to the political standards in the first place, do a good job in the development of League members and promote the work of joining the party. We should strictly implement the organizational life of the League, strictly implement the "three meetings, two systems and one lesson", innovate the organizational life style and the theme group day form in combination with the characteristics of the industry system, and regard voluntary service, social practice and post meritorious service as effective carriers for League members to participate in organizational life. To implement the working mechanism of close contact with young people, League cadres in the industry system should regularly go to the grass-roots level to carry out theoretical propaganda, voluntary service and other work, and constantly temper their good work style.

Article 22 In accordance with the "Articles of the Chinese Communist Youth League", relevant internal regulations and actual work, the work guidance and promotion committee of the industry league is temporarily not responsible for the management of league membership, the development of league members, or the disciplinary sanctions of the league.

Chapter VI Supplementary Provisions

Article 23 The Organization Department of the Central Committee of the Communist Youth League shall be responsible for the interpretation of these provisions.

Article 24 These Provisions shall enter into force as of the date of promulgation.
